The U.S. Chamber of Commerce is seeking a policy-savvy and relationship-driven State and Local Policy Manager to serve as a critical link between the Chamber’s federal policy expertise and the state and local landscape. This role will develop and execute policy-focused programming for state and local chambers, synthesize and streamline state-level policy tracking across the Chamber’s Centers of Excellence, and act as a dedicated concierge for corporate members seeking insight into state legislative and regulatory activity. The ideal candidate is a self-starter who can translate complex, multistate policy dynamics into clear, actionable intelligence and programming that delivers value to chamber partners and corporate stakeholders alike.
Responsibilities:
Programming Development and Execution
• Develop and execute policy-focused programming tailored to the needs of state and local chambers, including policy boot camps, issue-specific briefings, and virtual workshops.
• Collaborate with the Chamber’s Centers of Excellence and external subject-matter experts to develop timely, substantive content that addresses the most pressing state-level policy challenges.
• Create and distribute advocacy toolkits, best practices guides, and policy resources that equip state and local chambers to engage effectively on priority issues.
Advocacy and Legislative Tracking
• Serve as a central point of coordination for synthesizing state-level advocacy activity across the Chamber’s Centers of Excellence.
• Develop and implement a standardized framework for state legislative tracking across the Centers of Excellence, ensuring consistency in methodology, reporting cadence, and data management.
• Identify cross-state legislative trends, coordinated policy threats, and emerging opportunities and flag them for proactive Chamber engagement.
• Curate state-level policy updates, legislative highlights, and advocacy wins for inclusion in a corporate member communication.
Member Concierge Services
• Serve as a dedicated concierge for corporate members with state-level policy interests, providing responsive, high-touch support and tailored intelligence on legislative and regulatory developments relevant to their business.
• Facilitate connections between corporate members and the Chamber’s policy experts, Centers of Excellence, and state and local chamber partners to support coordinated engagement.
Cross-Functional Collaboration
• Collaborate closely with the Federation team, Regional Government Affairs, and Centers of Excellence to ensure alignment on state policy priorities and messaging.
• Work with the Communications and Marketing teams to amplify state policy content, promote programming, and elevate the Chamber’s state-level brand.
• Support the development and maintenance of a digital member hub by synthesizing state policy content, legislative tracking data, and advocacy resources.
Qualifications:
• Bachelor’s degree and relevant experience in state government affairs, policy analysis, legislative tracking, or advocacy.
• Strong understanding of state legislative and regulatory processes across multiple jurisdictions.
• Exceptional organizational and project management skills, with the ability to manage competing priorities across multiple workstreams.
• Outstanding interpersonal and relationship-building skills, with a client-service mindset and the ability to engage corporate executives and chamber professionals alike.
• Excellent written and verbal communication skills, with experience producing policy briefs, newsletters, or advocacy materials.
• Willingness to travel as needed for events, meetings, and stakeholder engagement.
• Experience developing and executing programming, training, or educational initiatives preferred.
• Experience working with membership organizations, chambers of commerce, or trade associations preferred.
• Familiarity with digital platforms, legislative tracking tools, or content management systems a plus.
The salary range for this position is $75,908.00 to $100,000.00. The actual salary paid for this position will vary based on market data, an applicant’s qualifications, relevant degrees, certifications, and other factors. Our full-time employees are eligible for benefits, including health care, vision, dental, retirement, and paid leave.
