The Manager, Supplier Quality Surveillance (SQS) provides supplier quality surveillance support to projects and manages a team of SQS Coordinators. The team will typically include 5 to 20 coordinators and may include employees, contractors, or personnel provided by an external service provider. The role facilitates effective implementation of the SQS program in accordance with corporate, location, and project requirements and applicable global service provider agreements. The Manager ensures that product and service verification and surveillance programs are established in a manner consistent with equipment criticality, contractual obligations, and regulatory requirements. The position develops strong working relationships with corporate, location, and project management teams and translates strategic direction into practical plans and implementation activities.Principal Accountabilities
Health, Safety and EnvironmentDemonstrate leadership behaviors consistent with duty of care obligations to employees, contractors, suppliers, clients, and the community.Promote safe planning and execution of supplier visits, inspections, factory acceptance tests, and related travel activities.Ensure SQS personnel understand and comply with applicable HSE, site access, regulatory, contractual, and supplier facility requirements.SQS Program LeadershipLead the effective implementation of supplier quality surveillance programs across assigned locations and projects.Ensure surveillance strategies, inspection levels, and verification activities are aligned with equipment criticality assessments and contractual and regulatory obligations.Provide direction for consistent use of the applicable Worley Management and Knowledge System requirements, procedures, templates, systems, and tools.Translate functional and business priorities into tactical SQS plans, resource strategies, and implementation activities.Monitor program effectiveness and initiate corrective or improvement actions where performance, compliance, or project delivery risks are identified.Team Leadership and CompetencyManage and direct the work of SQS Coordinators directly or through supervisors and professionals leading others.Establish work priorities, allocate resources, monitor workloads, and provide day-to-day leadership across multiple projects or locations.Ensure SQS Coordination personnel possess the prerequisite technical competencies for the scope of supply they are assigned to verify.Ensure personnel are suitably trained to access and apply the applicable aspects of the Worley Management and Knowledge System.Support recruitment, onboarding, performance development, coaching, succession planning, and knowledge transfer within the SQS team.Resolve resource, performance, and work-priority conflicts in consultation with appropriate project and functional leadership.
Provide SQS leadership and technical support during project planning, contracting, procurement, fabrication, delivery, and closeout phases.Guide project teams in establishing supplier quality requirements, surveillance plans, inspection strategies, reporting expectations, and service provider arrangements. Oversee SQS input to criticality assessments, requests for quotation, technical and commercial evaluations, purchase orders, kick-off meetings, inspection and test planning, and supplier performance reviews.Confirm that qualified inspection resources are selected and assigned based on location, technical discipline, scope complexity, and required competency.Provide management oversight for complex supplier quality issues, non-conformances, corrective actions, concessions, release decisions, and escalations.Service Provider and Supplier ManagementManage working relationships with inspection agencies, external service providers, suppliers, and contractors supporting SQS delivery.Ensure service provider agreements are implemented effectively and that performance, quality, responsiveness, cost, and reporting expectations are monitored.Review supplier and service provider trends, recurring issues, and lessons learned, and coordinate appropriate improvement actions.Support supplier capability assessments and performance evaluations in collaboration with Supply Chain, Engineering, Project Quality, and project management.Business Management, Systems and ReportingPlan and monitor SQS staffing, utilization, inspection demand, forecasts, budgets, and service provider expenditures for assigned operations.Provide accurate SQS status, risk, performance, resource, and cost information to project and functional leadership.Apply advanced knowledge of SQS systems, processes, and tools to assist users, troubleshoot issues, and support improvements or development of new solutions. Ensure SQS records, metrics, inspection reports, non-conformance information, and closeout documentation are complete, controlled, and retained in accordance with project and company requirements.Make independent decisions and set priorities in complex situations, while ensuring decisions remain consistent with policy, professional standards, and business objectives.
Build effective relationships with corporate, regional, location, and project management teams, as well as clients, suppliers, and service providers.Prepare and present proposals, plans, reports, recommendations, and performance updates to staff and management.Persuade and influence stakeholders, recognize and resolve conflict, and facilitate timely decisions on supplier quality matters.Identify opportunities to improve SQS governance, work processes, systems, tools, competency, reporting, and service delivery.Promote knowledge sharing, lessons learned, consistent work practices, and collaboration across the wider Supply Chain and Quality community.
Required Qualifications and ExperienceUniversity degree, or equivalent, in a related field or applicable discipline, or an equivalent combination of relevant education and experience.Typically 10 or more years of relevant experience, including supervisory, project management, and/or technical experience.Demonstrated experience leading supplier quality surveillance, source inspection, supplier quality, manufacturing quality, fabrication quality, or related project quality activities.Experience managing or directing professional personnel, contractors, and/or third-party service providers across multiple assignments.In-depth knowledge of supplier quality surveillance principles, criticality-based inspection planning, inspection coordination, quality management systems, manufacturing and fabrication processes, and supplier quality documentation.Ability to interpret purchase orders, contracts, engineering specifications, drawings, data sheets, codes, standards, inspection and test plans, quality plans, and regulatory requirementsExperience managing complex supplier quality risks, non-conformances, corrective actions, supplier performance concerns, and project escalations.Strong business acumen, advanced problem-solving ability, and sound judgment when making tactical decisions in complex situations.Demonstrated ability to prepare and present clear proposals, plans, and reports and to persuade, influence, and resolve conflict.Advanced proficiency with relevant business systems, processes, reporting tools, and Microsoft Office applications.Ability and willingness to travel to supplier facilities, project offices, and project sites as required.Preferred QualificationsProfessional or technical credentials in quality management, auditing, engineering, procurement, welding, nondestructive examination, coatings, electrical, mechanical, or another relevant discipline.Experience in EPC or EPCM project environments and in sectors such as energy, chemicals, mining, infrastructure, or industrial manufacturing.Experience developing or improving supplier quality systems, processes, tools, competency frameworks, metrics, and service provider arrangements.Experience supporting U.S. projects with applicable contractual, regulatory, code, and client-specific supplier quality requirements.Experience working with international suppliers, remote teams, and global inspection agencies.Leadership ExpectationsSets clear priorities and creates practical implementation plans from broad functional objectives.
