
Hiring Salary Range : $ 104,600.00 - 130,700.00
This range represents the hiring range. Salaries are determined individually depending on skills and experience. You will also be eligible to an annual bonus, employee share investment program (ESIP), Pension, Benefits, Railroad Retirement Benefits (RRB) and other perks.
The Manager Safety & Compliance is responsible for driving all aspects of Safety and Compliance across CN’s Dock and Transload properties and Automotive Business units.In addition, the Manager Safety and Compliance is responsible for assessing the state of each locations Safety Culture and developing short, medium and long term plans to improve Safety culture from a leadership, training and technology point of view working with local facility management, The Manager requires strong business acumen, understanding multiple commodities and dangerous goods, their supply chains and how to move/transload the products safely and efficiency.Understanding of existing processes, systems, culture, training programs and compliance requirements across multiple, provincial, federal and state jurisdictions is also a key area of responsibility. The incumbent will also entail participation in integrated audits of safety processes and field execution of CN’s Safety Management System (SMS) and local Safety Action Plans to ensure compliance. This will require the incumbent to possess exemplary communication skills and of accident and incident reporting criteria to managers will be essential. The incumbent will be responsible for ensuring integrity in reporting of all Corporate Safety data through monitoring and auditing of safety performance data.The position will also have direct exposure to Safety and Health Committees through interface with an occasional participation in, Safety and Health Committees and their regular scheduled meetings.
The position is responsible for oversight of Regional Distribution Services feedback and support as required to assist them in driving safety initiatives on the Regions.
· Facilitate numerous safety initiatives, across multiple locations each with differing characteristics, commodities (incl. Dangerous goods) and risk exposures to drive safety performance and support Regions/Functions
· Manage projects through to completion and implementation in the field
· Monitor adherence to safety and compliance standards (including federal and state/provincial jurisdictional requirements) as established by operating companies, interfacing with Regional and managers as necessary to drive compliance
· Analyze safety data to identify trends, exposures or opportunities
· Drive and participate in Integrated Audits (Safety and Rules Compliance) and reports
· Provide information to Chief Operating Officer, Vice President Safety and other Senior Executive relative to safety performance
· Manage and oversee quality of safety engagements for the Transload and Dock operations (~300 employees across ~30 locations throughout North America)
· Develop and conduct safety training tailored to locational requirements
·Develop short, medium and long terms plans to drive sustainable changes to the Safety Management programs of the Docks and Transloadsand Automotive
·Ensure the Hazard Prevention Program (HPP) regulation is compliant with both municipal and federal regulations and communicate the information to ensure employees understand the program in place
·Validate that safety plans are defined and employees are aware of their respective facilities plans
·Engage with union members and union leadership on safe work practices and policies
·Responsible for producing regular business and Corporate Safety Data
·Undertake Projects which entail Interface with IT relative to system changes, enhancements and requirements
·Conduct safety tests, develop and improve safety procedures in the Safety Management System
·Update governance reports based on input and feedback from user groups
·Develop, implementation and support the field for the Safety Management System
·Ensure the Safety Intranet Development is regularly updated
·Ensure the Emergency Response Plan is compliant and is properly in place
·Stay informed on updates regarding the Fall Protection coverage, Workplace Hazardous Materials Information System (WHMIS) and contractor safety
·Coordinate any injury reports with the appropriate people
· Participate quarterly with Safety and Health Committees
The role is performed in a combination of office and outdoor environments in various types of weather conditions with a regular workweek from Monday to Friday. The role requires being available on-call 24/7 to respond to critical incidents. The role requires extensive travel (up to 50%) within the United States (U.S.) and Canada. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure, ambiguity, and stress.
Operation Experience
·Minimum 7 years of relevant field experience
oExperience with emergency response/spill response
oExperience in project management
oExperience in management of professional consultants
oExperience contaminated sites management
oExperience in operating and capital budget forecasting, planning and management
oExperience with Railway Operating Rules*

·Post secondary education in Safety Industrial Hygiene*
