Manager Regulatory Program Sustainment
Level: 7.1
Schedule: Monday to Friday 8:30am to 5:30pm, Saturdays 9:00am to 1:00pm upon request.
Accountabilities:
FATCA/CRS:
• Oversee and support the day-to-day activities of the team in implementing the FATCA/CRS operating model in supported Business Units and the ongoing sustainment monitoring support.
• Support the Bank’s regulatory compliance programs for FATCA/CRS to ensure consistency in approach, execution, and reporting.
• Promote risk awareness by effectively communicating changes and developing training program and materials to help supported Business Units to understand their roles and responsibilities, to bring awareness and understanding of regulatory risks and issues.
• Assure timely completion of the FATCA/CRS remediation activities and certification for all supported Business Units through evaluation of FATCA/CRS operational reports.
• Oversee FATCA/CRS reporting and submission to regulators with Business Units, local Compliance where applicable and Regulatory Operations and Controls (ROC).
• Collaborate with supported Business Units, Local Compliance, ROC Team to ensure the appropriate risk and control standards, processes, reporting, and training are provided, applied, and understood by impacted stakeholders.
• Act as subject expert matter to provide training and guidance to supported Business Units and act as liaison with local 2nd Line (Compliance) and 3rd Line (Internal Audit) to implement and monitor the effectiveness of regulatory programs.
• Report periodically key findings and the progress of the remediation action plan and recommendation for improvements.
• Keep management and ROC informed of emerging issues and trends regarding the effectiveness of the FATCA/CRS regulatory program and resolution process.
• Co-ordinate with Business Units, Local Compliance, and ROC to drive system and process changes to achieve operational efficiency and enhance regulatory compliance processes.
• Build and maintain strong relationships with supported Business Lines and Compliance.
• Ensure that staff are properly trained and directed, and that appropriate procedures are in place and operating in compliance with internal and regulatory requirements.
• Monitor Audit Issues, findings and proactively create action plans to resolve them.
• Provide centralized oversight to monitor operational control gaps, assisting in the review of response for audit findings, monitoring open audit and regulatory issues, providing support to address any control issues.
• Follow up on the implementation of action plans related to International Operations, in order to close gaps identified as audit issues.
• Monitors all EUC tools (e.g., files and databases) across International Banking that are outside of the Enterprise-grade IT Control environment, mitigate their risks, and implement the framework established for managing and monitoring all controls required to comply with Directives.
• Coordinate with business lines to complete and update the Annual Compliance Attestation and any other required desk level documentation.
• Collaborate with Internal Audit teams to comply with local compliance regulations in every jurisdiction supported.
Education / Experience:
• Bachelor’s degree in business administration, Economics, or related field of study.
• Minimum of 5 years of professional experience in financial or consulting industry, preferably in Operations, business lines or compliance function.
• Knowledge of Banking Operations, Operational Risk Management, Regulatory Risk, Compliance, and principles of Internal Control
• Ability to analyze, plan, schedule, prioritize and deal with multiple stakeholders to achieve expected targets on time.
• Excellent interpersonal and communication skills with the ability to interact effectively with internal and external stakeholders, senior management and able to influence without authority.
• Ability to apply knowledge of regulations to numerous types of activities and operational arrangements in addition to interpreting the effect of new regulations on these activities.
• Microsoft Office proficiency (Word, Excel, Power Point and Sharepoint).
• Bilingual (required) English/Spanish – Advanced Level.
• Experience in supervising personnel is a plus.
