Blue Cross and Blue Shield of Minnesota is hiring a Manager, Regulatory Change Management. In this role, you will lead the team responsible for helping the organization understand and implement evolving laws, regulations, and government guidance. You will oversee the regulatory change management process across Medicare, Medicaid and the Minnesota Department of Human Services, and Duals and Minnesota Senior Health Options product lines. You will help ensure regulatory requirements are interpreted accurately, assigned to the right stakeholders, and implemented completely and on time. The Manager drives disciplined execution: shaping impact analyses, coordinating implementation workplans, facilitating working sessions, and validating outcomes through documented evidence. As the team's Medicare subject matter expert, this role also provides compliance oversight and regulatory guidance to the Marketing Materials Review function as needed.
This opportunity combines people leadership, Medicare subject matter expertise, and cross-functional influence. You will guide a team of regulatory change management professionals, strengthen Medicare-specific expertise, and partner with Public Affairs, compliance leaders, and business stakeholders to turn complex requirements into clear implementation plans and documented outcomes.

Our hybrid approach is designed to balance flexibility with meaningful in-person connection and collaboration. We come together in the office two days each week – most teams designate at least one anchor day to ensure team interaction. These in-person moments foster relationships, creativity, and alignment. The rest of the week you are empowered to work remote.
$102,400.00 - $138,300.00 - $174,200.00 Annual
