The Manager - Quantity Surveyor is responsible for leading project cost management activities across all stages, from design through project completion. The role ensures robust cost planning, contract administration, commercial risk management, and financial control across multiple or complex projects.
The incumbent will acts as a key commercial advisor to the Director - Projects, ensuring financial discipline, value optimization, and contractual compliance across the project life cycle.
Key Success Drivers including Accountabilities and Responsibilities:
1. Cost Planning & Financial Control
• Lead cost management across design, tender, and construction phases
• Develop comprehensive project budgets and cost plans
• Monitor expenditures and forecast cost-to-completion
• Identify cost risks and implement mitigation strategies
• Drive value engineering initiatives
2. BOQ, Estimation & Feasibility
• Oversee preparation and validation of Bills of Quantities (BOQ)
• Review detailed quantity take-offs and cost estimates
• Provide strategic input for project feasibility and budgeting decisions
3. Procurement & Tender Management
• Lead commercial aspects of procurement strategy
• Review and finalize tender documents and pricing structures
• Evaluate bids and recommend contractor selection
• Support contract negotiations and award
4. Contract Administration & Claims
• Manage all contractual matters including:
o Variations
o Claims
o Disputes
• Review and approve contractor submissions and interim valuations
• Ensure contractual compliance and risk minimization
• Lead commercial negotiations with contractors/vendors
5. Site Monitoring & Validation
• Conduct periodic site visits for progress validation and cost verification
• Ensure executed work aligns with contract specifications
• Validate quantities for payment certification
6. Reporting & Commercial Governance
• Prepare and present:
o Cost reports
o Cash flow forecasts
o Variance analysis
• Advise Project Director on commercial performance and risks
• Ensure alignment with company financial goals
7. Stakeholder & Cross-Functional Coordination
• Liaise with:
o Project Management
o Finance & Procurement
o Legal & Contracts teams
• Act as primary commercial interface with contractors and consultants
People Management
The incumbent is responsible for setting clear objectives and performance targets in collaboration with team members, ensuring alignment with overall organizational goals. This role involves actively mentoring, guiding, and providing direction to the team to cultivate skill development, operational efficiency, and continuous improvement. The incumbent applies structured performance management practices to monitor progress, troubleshoot issues, and drive the team towards achieving periodic KPIs. Through strategic oversight and regular feedback, the incumbent fosters a results-oriented environment, empowering the team to meet and exceed established benchmarks while supporting both individual and collective growth.

• Ensure consistency in cost reporting and commercial practices, bill and vendor management.
Educational Qualifications:
Bachelor’s Degree in Quantity Surveying / Civil Engineering
Master’s Degree in Quantity Surveying, Construction Management, or MBA (preferred)
Experience:
10-15 years of experience in quantity surveying / cost management
Proven experience handling large-scale or multiple projects. Experience in retail Fit out projects will be an advantage.
Strong background in contract administration and claims management
