The Manager of
Project & Document Control oversees and manages project controls, document
control processes, and information management activities for Metro’s Capital
Projects department. The position is responsible for the administration,
maintenance, and continuous improvement of project management and document
management systems, ensuring the accuracy, accessibility, and integrity of
project records throughout the project lifecycle. This role leads the
development and maintenance of departmental manuals, design criteria,
standards, and drawings, while providing supervision and direction to project
controls and document control staff in support of the successful delivery of
capital programs and projects.

Job Responsibilities

  • Serves as the primary administrator for the department’s project management and document management systems, ensuring system integrity, functionality, and effective utilization.
  • Coordinates with software vendors and service providers to resolve system issues, implement enhancements, and maintain platform performance.
  • Develops, implements, and maintains standardized project controls, document control procedures, and information management practices across the Capital Projects Department.
  • Updates and maintains departmental manuals, policies, procedures, design criteria, specifications, standard drawings, and related technical documentation.
  • Collaborates with Project Managers to develop and maintain project budgeting, cost control, scheduling, and reporting procedures for capital projects.
  • Provides training and guidance to department staff regarding project controls, document management systems, procedures, and best practices.
  • Directs and oversees document and drawing control activities for capital projects, ensuring accurate recordkeeping, version control, storage, retrieval, and document distribution.
  • Maintains document control policies and procedures to ensure consistency, compliance, and effective project documentation management.
  • Oversees the maintenance of contract documents, project records, correspondence, and archived files throughout the project lifecycle.
  • Supervises and directs the Engineering and Computer-Aided Design (CAD) Document Control Technician and Capital Program Analyst, including work assignments, performance management, and professional development.
  • Reviews work products for accuracy, completeness, and quality and implements corrective actions as needed.
  • Manages and oversees CAD support activities to ensure the timely delivery of accurate, high-quality drawings and technical documents.
  • Manages consultants and contractors performing drawing updates, specification development, design criteria revisions, and related technical services.
  • Coordinates with agency management, project teams, and stakeholders to resolve issues affecting project schedules, deliverables, and departmental objectives.
  • Supports audits, compliance reviews, and project evaluations; assists in the development, implementation, and tracking of corrective action plans.
  • Communicates organizational goals, project requirements, and departmental priorities effectively to employees, management, consultants, and external stakeholders.
  • Establishes and maintains effective working relationships across departments to support successful delivery of capital programs and projects.
  • Monitors departmental processes and identifies opportunities for continuous improvement, efficiency, and standardization.

Knowledge, Skills, and Abilities

  • Knowledge of, or ability to learn, Metro design, engineering, construction, and capital project documentation standards and practices.
  • Knowledge of building materials, construction methods, equipment, and industry-standard engineering and construction techniques.
  • Knowledge of, or ability to learn, applicable federal, state, and local laws, regulations, and requirements governing construction and capital project activities.
  • Knowledge of drafting principles, Computer-Aided Design (CAD) practices, drawing management, and document control procedures.
  • Knowledge of construction project delivery methods, contracting methodologies, budgeting, invoicing, cost control, and project administration practices.
  • Understanding of project management and document management systems and their application to capital project delivery.
  • Experience administering, maintaining, or supporting project controls, document control, records management, and technical documentation processes.
  • Experience managing consultant engineers, technical service providers, contractors, or project stakeholders.
  • Proficiency in computer applications, including word processing, spreadsheets, databases, and project management software.
  • Working knowledge of project management software, such as Procore, preferred.
  • Working knowledge of document management software, such as M‑Files, preferred.
  • Working knowledge of Oracle or similar enterprise financial and project management systems, preferred.
  • Strong organizational, analytical, and problem-solving skills with the ability to manage multiple priorities and deadlines.
  • Ability to communicate effectively, both orally and in writing, with employees, consultants, contractors, management, and external stakeholders.
  • Ability to establish, implement, and maintain standardized project controls, document control procedures, and record management practices.
  • Ability to review technical documents, engineering drawings, specifications, and project records for accuracy, completeness, and compliance.
  • Ability to supervise staff, coordinate workloads, and ensure the timely delivery of quality work products.
  • Ability to develop and maintain effective working relationships across departments and with external partners to support successful project delivery.

Physical Abilities

  • Ability to work at a computer for extended periods while reviewing project documentation, engineering drawings, reports, schedules, contracts, and technical records.
  • Ability to communicate effectively in person, by phone, through virtual platforms, and in writing with employees, consultants, contractors, vendors, and management.
  • Ability to read, analyze, and interpret engineering drawings, specifications, construction documents, contracts, and technical reports.
  • Ability to perform repetitive hand movements associated with keyboarding, data entry, and use of computer software applications.
  • Ability to move throughout office environments, construction sites, transit facilities, and project locations as required.
  • Ability to navigate construction areas, including walking on uneven surfaces, climbing stairs, and accessing active project sites during inspections and project reviews.
  • Ability to occasionally lift, carry, and transport files, plans, drawings, records, and office materials weighing up to 25 pounds.
  • Ability to maintain attention to detail while managing multiple projects, deadlines, and document control activities simultaneously.
  • Ability to respond to urgent project needs, system issues, audits, and time-sensitive requests while maintaining accuracy and professionalism.
  • Regular and reliable attendance is essential.
