Your Role

The Enterprise Mandates Delivery team is a group of project managers and business analysts dedicated to supporting the business in implementing large, cross-group mandates that have significant IT impacts required by federal, state, county, and BCBSA rules or requirements, making sure the company achieves compliance. The Manager, Program and Project Management will report to the Senior Director. In this role you will lead and develop a team of Project Managers and Business Analysis responsible for enterprise regulatory mandates providing clear direction, financial management, coaching, performance management and prioritization support across a complex portfolio of work.

Your Work

In this role, you will:

  • Be responsible for strategic alignment and integration across projects/programs in support of business unit process and administrative efficiency
  • Manage programs/projects from initiation through delivery and monitors for continuous improvement
  • Be responsible for medium complexity projects/programs
  • Exercise independent judgement in developing methods, techniques and evaluation criterion for obtaining results
  • Be a people leader responsible for leading a small team of project/program managers
  • Drive end-to-end delivery oversight for regulatory initiatives, ensuring project scope, timelines, financials, dependencies, risk, and deliverables are proactively managed and aligned with enterprise compliance requirements and executive expectations
  • Partner cross-functionally with Business, IT, Compliance, Legal, Finance and other key stakeholders to establish delivery strategies, resolve escalations and ensure successful exertion of regulatory commitment and mandated deadlines
  • Oversee portfolio governance, reporting and operational rigor by maintaining accurate project health metrics, resource forecasting, financial tracking, RAID management and executive-level status communications
  • Establish and reinforce delivery standards, project management best practices and continuous improvement efforts to strengthen execution consistency, portfolio transparency, regulatory readiness and overall team performance
  • Foster a collaborative, high-performing team culture by driving employee engagement, strengthening manager partnerships, promoting knowledge sharing across teams, and leading through organization change with transparency, accountability, and consistent communication

Your Knowledge and Experience

  • Requires a bachelor’s degree or equivalent experience
  • Requires at least 7 years prior relevant experience, including 3 years of management experience gained as a team leader, supervisor or project/program manager
  • Expertise in portfolio and project management functions, processes and delivery practices in a compliance environment
  • Health Care experience with Commercial, Individual, Family, Medi-Cal and Medicare lines of business preferred
  • Experience leading compliance, regulatory or audit-related initiatives within a complex and fast-paced environment
  • Demonstrated success in financial planning, resource and vendor management and budget oversight
  • Experienced in AI tools such as copilot, automation and operational optimization experience
  • Proficiency with Excel, PowerPoints, SharePoint, Planview, Jira and other project and portfolio management tools. Experience with Archer is a plus
  • Ability to influence and lead teams through change and transformation

Hybrid

This role requires employees to be in-office based on our hybrid workplace model, balancing purposeful in-person collaboration with flexibility. For most teams, this means coming into the office two days each week.

Employees living more than 50 miles from an office location will work with their manager to determine in-office time based on business need.
