Northrop Grumman Mission Systems (NGMS) Sector and the Airbourne Multifunction Sensors (AMS) Division is looking for a Program Manager 3 to support the Advanced Systems (AS) Operating Unit within the Advanced Mission Capabilities (AMC) Business Unit The Advanced Systems Operating Unit has a unique range of next-generation technology, Programs spanning the full life cycle, from capture through development and sustainment, while operating in a challenging, fast-paced environment. The chosen Program Manager 3 will have leadership of a fast-moving, high-visibility EMD Program. This position will report to the Director of Advanced Systems Multifunction Programs (ASMP) and will be located full-time onsite in Baltimore, MD.
Responsibilities include:
Forge and sustain strategic partnerships with cross‑functional teams, driving program cost, schedule, and technical performance targets within a matrixed organization.
Define, track, and enforce program milestones, maintaining master schedules, managing risks and opportunities, and swiftly resolving complex issues that threaten delivery.
Strategically allocate and optimize program resources, overseeing workforce planning, talent acquisition, and skill‑gap mitigation to ensure peak productivity.
Lead comprehensive stakeholder engagement both internally and with customers, guaranteeing alignment, transparency, and sustained support throughout the program lifecycle.
Deliver compelling executive‑level briefings to senior leaders, customers, and key stakeholders, translating technical data into decisive, action‑oriented insights.
Cultivate deep customer relationships, leveraging intimacy to uncover and secure additional business opportunities within the customer ecosystem.
Negotiate and shape contracts, amendments, specifications, budgets, and schedule milestones, safeguarding favorable terms and protecting program interests.
Drive predictable, high‑performance outcomes through rigorous measurement, analysis, and management of critical performance metrics and KPI dashboards.
Basic Qualifications:
Bachelor’s degree with 8 years of relevant experience, or Master’s degree with 6 years' of relevant experience, supporting U.S. Government contracts and customers.
Demonstrated experience managing program performance using key performance indicators (KPIs), program metrics, cost, schedule, and technical performance measures.
Demonstrated experience with profit and loss (P&L), responsibility, including management of program budgets, forecasts, revenue, and financial performance.
Demonstrate at experience leading cross, functional and matrix teams in a program, project, or operational environment.
Demonstrated experience leading programs, projects, or business operations in a matrix organization with responsibility for team performance and execution.
Demonstrated experience serving with primary customer interface for government, commercial, or internal stakeholders.
Demonstrated experience leading or supporting U.S. government programs, contracts, or acquisitions.
demonstrated experience preparing and delivering briefings, program reviews, all status presentations to senior leaders, executives, customers, or government stakeholders
U.S. citizenship required.
A current/active U.S. government Secret clearance to be considered and the ability to obtain and maintain any required special‑access clearances.
Preferred Qualifications:
Master’s degree in Engineering, Business Administration, or a related technical field.
Minimum 3 years experience managing programs through one or more lifecycles phases, including Science & Technology (S&T), Engineering and Manufacturing Development (EMD), Production, and/or Sustainment.
Demonstrated experience leading or supporting competitive proposal efforts for U.S. Government or DoD customers, including proposal development, capture activities, and/or bid submissions.
Demonstrated experience serving as a Program Manager, Deputy Program Manager, Deputy Program Manager, IPT Lead, or Technical Lead for RF, sensor, radar, electronic warfare (EW), or related subsystem development programs.
Primary Level Salary Range: $184,300.00 - $276,500.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
