Northrop Grumman’s Mission System (NGMS) Sector is looking for a Manager, Programs Level 1 onsite in San Diego, CA, to support the Fighter Networked Systems (FNS) Operating Unit within the Navigation, Intelligence and Connectivity Solutions (NICS) Division This role presents an exciting opportunity to lead a key hardware development program and strategic investments within a classified portfolio.

What You’ll Get To Do:

Program Managers are responsible for managing all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). The individual will lead a cross-functional organization aligned to common program performance goals.

Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:

  • Prioritizing cost, schedule and technical performance in alignment with higher level strategic direction

  • Cultivating customer and internal stakeholder relationships and intimacy to develop further opportunities within the customer community

  • Developing new business opportunities through long term strategic planning, capture planning, and the development of proposals and business plans

  • Establishing a program organization that effectively addresses program requirements and incorporates the necessary internal and external sub-organizations

  • Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives

  • Measuring and reporting program performance through qualitative and quantitative methods

  • Identification and delegation of corrective action plans to maintain or improve program performance

  • Delivering presentations to customers, executive management and other program stakeholders

  • Participating in the negotiation of contracts: contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions

  • Identification, distribution, tracking, and completion of program requirements

  • Delivering predictable financial performance for contract or NCTA activities through the establishment and management of the program and subordinate baselines

  • Identifying, allocating and managing program resources, including workforce planning

  • Managing Government-/customer-supplied property or information (GFE, CFE, etc.)

  • Leading by example to ensure adherence to all internal processes, policies, and applicable industry standards

  • Establishing and managing a change control board for teams that aligns with the contract Statement of Work

  • Conducting thorough risk & opportunity management practices including root-cause identification, formal risk-statement drafting (IF, DUE TO, BY, THEN) detailed mitigation planning, driving mitigation-step execution and realization

Basic Qualifications:

  • Bachelor's Degree and 5 years of relevant professional experience, or Master's and 3 years of relevant professional experience supporting U.S. Government contracts and customers and/or program management in a related industry.

  • Demonstrated experience managing multiple concurrent tasks or workstreams, meeting deadlines in both independent and team environments.

  • Demonstrated experience supporting internal IRAD and externally funded U.S. Government R&D programs, including participation in distinct R&D efforts involving concept development, prototype development, modeling/simulation, testing, or field demonstration.

  • Demonstrated success in leading the performance of tasks to achieve project deliverables as Project Lead, Integrated Program Team (IPT) Lead, Cost Account Manager (CAM) or Program Manager.

  • Demonstrated experience applying Risk and Opportunity Management processes, including risk identification, mitigation planning, and status reporting on project(s)/program(s).

  • Demonstrated experience leading multi-disciplinary teams across functional organizations (e.g. engineering, supply chain, finance, etc.).

  • Demonstrated proficiency producing written and verbal deliverables, including formal reports, program documentation and stakeholder communications.

  • U.S. Citizenship required.

  • Active US DoD Secret clearance required to be considered and the ability to obtain and maintain access to Special Access Programs (SAPs).

Preferred Qualifications:

  • Bachelor’s or Master’s degree in a STEM discipline (e.g. Systems, Aerospace, Mechanical, Software, Industrial Engineering) or a related field.

  • Demonstrated experience managing or supporting project execution for sensor systems programs involving airborne radar, electronic warfare (EW) or similar RF system architectures.

  • Demonstrated experience serving as the primary customer interface on development program and/or project execution activities, including coordination of government and internal stakeholders.

  • Demonstrated experience preparing and delivering written and oral briefings to customers and senior leadership, including executive level stakeholders.

  • Demonstrated experience analyzing and applying Earned Value Management (EVM) metrics and performance relationships, including ACWP vs. BCWP, headcount-to-BCWP analysis, cost/schedule variance analysis, and related program performance indicators.

  • CAM certification or equivalent experience and experience utilizing earned value management (EVM) principles, including cost forecasting, variance analysis, and Estimate at Completion (EAC) development.

  • Formal baseline experience with level 1 EVMS programs; support capacity experience also acceptable

  • Demonstrated verbal and written communication skills, including preparing and delivering briefings, coordinating across functional teams, and communicating with customers, suppliers, and executive leadership.

  • Demonstrated ability to build, maintain, and manage effective working relationships across cross-functional teams, customers, suppliers, and program stakeholders in support of program activities.

  • Active SAP clearance and experience supporting program execution operating in Special Access Program (SAP) environments.

Primary Level Salary Range: $133,000.00 - $199,600.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
