Job Title: Manager, Procurement & Supply Chain (Healthcare Experience Required)

Department: Procurement & Supply Chain Management

The Manager of Procurement & Supply Chain owns vendor and contract risk for QHC from Day-1 and builds the procurement and supply-chain capability the organization needs as it scales through the startup phase. The role ensures that sourcing, contracting and supplier management are governed, compliant and value-driven. The role establishes the policies, processes and controls that let QHC procure at pace without compromising governance.

The role works across clinical, technology, facilities and enabling functions, and coordinates with QIC shared services and third-party providers, to ensure the reliable, cost-effective and compliant supply of medical and non-medical goods and services.

KEY ACCOUNTABILITIES

1. Procurement Strategy & Planning

• Develop and maintain QHC's procurement plan aligned with startup priorities, activation milestones and budget, including category strategies for medical, technology, facilities and professional services.
• Forecast demand and lead times and sequence sourcing activity to meet Day-1 and scale-up needs.
• Advise leadership on make-versus-buy and leverage-from-QIC decisions across categories.

1. Sourcing, Tendering & Contract Management

• Lead sourcing, tendering and competitive evaluation processes with fairness, transparency and auditability.
• Negotiate and structure contracts, service agreements and framework arrangements that protect QHC commercially and operationally.
• Maintain the contract register, manage renewals and expiries, and ensure obligations are tracked and met.

1. Vendor & Supplier Relationship Management

• Establish and manage supplier relationships, onboarding, qualification and performance monitoring against agreed KPIs and SLAs.
• Own vendor risk — including concentration, continuity and compliance risk — and drive remediation where performance falls short.
• Build a reliable supplier base for critical medical and operational categories.

1. Supply Chain & Inventory Management

• Establish supply-chain and inventory processes across medical consumables, pharmaceuticals, equipment and non-medical supplies.
• Ensure availability, traceability and appropriate stock levels for clinical and operational continuity, minimizing waste and stock-outs.
• Coordinate logistics, warehousing and distribution arrangements as required.

1. Governance, Compliance & Risk

• Implement procurement policies, delegation of authority, controls and segregation of duties to mitigate financial and compliance risk.
• Ensure compliance with Saudi procurement and regulatory requirements and with QIC service and governance frameworks.
• Maintain audit readiness, procurement records and risk registers for internal and external review.

1. Cost Optimization & Value Delivery

• Drive cost efficiency, value-for-money and total-cost-of-ownership discipline across procurement decisions.
• Identify and deliver savings, consolidation and demand-management opportunities without compromising quality or continuity.
• Provide procurement input to budgeting, business cases and capital planning.

1. Systems, Process & Capability

• Support the implementation and use of e-procurement and supply-chain systems and dashboards.
• Standardize procurement processes and build internal capability as the function grows.
• Provide clear procurement reporting and analytics to Finance and leadership.

Requirements

EXPERIENCE & ACADEMIC QUALIFICATIONS

Bachelor's degree in Supply Chain Management, Business, Finance, Engineering, or a related field is required. A professional certification (CIPS, CPSM, or equivalent) and / or a Master's degree is preferred.

6+ years of progressive experience in procurement and supply-chain management, including sourcing, tendering, contract negotiation and vendor management, ideally within healthcare, construction / facilities, or large project / startup environments.

Demonstrated experience owning vendor and contract risk and establishing procurement processes and controls. Experience with medical / pharmaceutical supply chains and with accredited healthcare environments is an advantage.

Working knowledge of Saudi procurement and regulatory requirements and of operating within shared-services or SLA-based models. Strong commercial, negotiation and analytical capability.
