The Department of Hospitals & Surgical Health Services establishes the Government of Alberta’s strategic direction for health, including advising government on health policy, legislation and standards, and public health concerns; monitoring and reporting health system performance; setting policies and priorities for the electronic/digital health environment; and providing oversight and ensuring accountability across the health system.

This position resides in the Ministry of Hospitals & Surgical Health Services under the Strategic Services and Procurement Division,
Strategic Health Innovation and Procurement Branch.
Strategic Procurement Advisory & Planning
• Provide expert procurement advice, develop sourcing strategies, assess risks, and support business units in planning complex and high-risk procurements.
Intake, Triage & Coordination
• Manage procurement requests, assess complexity and risk, prioritize resources, and coordinate support across procurement teams.
Stakeholder Engagement & System Coordination
• Build strong relationships with ministries, business units, HSS, and partners to ensure aligned and effective procurement planning and delivery.
Support for Complex & High-Risk Procurements
• Provide strategic guidance on challenging procurement files, RFx development, evaluation design, risk mitigation, and procurement execution.
Procurement Capability Building
• Develop tools, guidance, training, and advisory support to strengthen procurement knowledge, consistency, and best practices across the organization.
Team Leadership & Operational Management
• Lead and mentor staff, manage workloads and priorities, support team development, and contribute to branch planning and continuous improvement.

Education and Experience:
A university graduation in a field related to the position assignment (Business, Public Administration and Supply Chain Management), supplemented by four (4) years related experience. Related experience or education may be considered as an equivalency on a one for one basis.
It is also required that the ideal candidate demonstrate:
• Providing strategic procurement advice to business units and procurement teams in complex or high-risk environments
• Designing procurement approaches, including RFx strategies, evaluation methodologies, and contract structuring
• Supporting early-stage procurement planning and development of non-standard procurement solutions
• Managing procurement intake, including assessing, prioritizing, and coordinating complex or high-impact requests
• Preparing executive-level materials, including briefing notes, recommendations, and decision support content
• Delivering or supporting procurement training and enablement activities for business units and procurement functions
• Managing or advising on complex procurement projects involving multiple stakeholders
• Working across business units, and procurement functions to align procurement approaches and practices
• Leading teams or initiatives and managing competing priorities in a dynamic and evolving environment
Assets:
• Knowledgeable in government legislation and regulatory frameworks
• Advanced knowledge of public sector procurement processes, trade agreements, and contracting practices
• Strong analytical and problem-solving skills to assess complex requirements, market conditions, and procurement risks
• Ability to manage and prioritize procurement intake, including assessing risk, complexity, and strategic importance
• Strong written communication skills, including the ability to prepare clear and concise executive-level materials to support decision-making.
• Interpersonal, collaboration, leadership, influencing and negotiation skills to facilitate conflict resolution, manage competing priorities and interests, and develop and maintain relationships with stakeholders and partners

• Location: TELUS House at ATB Place, 10020 – 100 Street NW, Edmonton
• Final candidates will be required to undergo a criminal records check (CRC).
• Shift Work: Monday through Friday from 8:15AM to 4:30PM
