We are seeking an IT Contract Management Manager to join our Procurement team. This role offers excellent career exposure and strong growth potential for a leader capable of driving end-to-end IT strategic sourcing, procurement, and vendor management. The successful candidate will be instrumental in maximizing value for money across bank-wide IT spending while ensuring robust regulatory compliance.

The successful candidate will report to the Section Head, IT Sourcing & Procurement.

Key Responsibilities and Accountabilities
Functional (job responsibilities)

  • Develop collaborative long-term relationships with key stakeholders and vendors to ensure the Bank’s strategic and operational needs are met.

  • Drive achievement of cost-management targets for IT Hardware and Software through contract renegotiation, vendor consolidation, and price protection strategies.

  • Evaluate the total cost of ownership (TCO) for hardware and software, tracking lifecycles from deployment to decommissioning to prevent unnecessary spending.

  • Regularly benchmark pricing against industry standards to secure "Best-in-Class" terms and negotiate contractual flexibility, such as "right-to-reduce" clauses.

  • Ensure all IT contracts and outsourcing arrangements strictly comply with Bank Negara Malaysia (BNM) guidelines, including Risk Management in Technology (RMiT).

  • Maintain a framework to analyze monthly capacity utilization rates, providing actionable insights to optimize resource productivity.

  • Lead and coach team members in devising sourcing strategies, analyzing spend reports, and maintaining a service-oriented culture aligned with governance standards.

  • Support Senior Management in implementing business transformation, ESG sustainability, and process improvement initiatives within the procurement workflow.

Jobholder Requirements

  • Malaysian citizen.

Education/Qualification

  • Bachelor’s Degree in Finance/Accounting/Banking, Economics, Business Studies/Administration/Management, or a relevant supply-chain qualification.

Experience/Requirements

  • At least 5 years of working experience in a managerial capacity handling sourcing/procurement, with a minimum of 3 years specifically in the IT industry.

  • Proven experience in executing strategic cost-saving initiatives and carrying out total ownership cost (TCO) analyses.

  • Advanced proficiency in MS Excel, Word, PowerPoint, and familiarity with e-procurement systems and spend analytics tools.

  • Excellent command of language with the ability to comfortably present to and communicate with senior management.

  • Decisive, detail-oriented, and independent, with the ability to multi-task while delivering high-integrity results.
