Chevron Venezuela is accepting online applications for the position of Manager, Process Safety.
The Upgrader Process Safety Manager is accountable for providing Chevron process safety leadership to ensure the safe, reliable, and compliant operation of the PetroPiar Upgrader, a joint venture between PDVSA and Chevron located at the José Industrial Complex in Venezuela.
This role leads the implementation, stewardship, and continuous improvement of the Upgrader Process Safety Management (PSM) system, aligned with Chevron Operational Excellence (OE), Process Safety, Reliability & Integrity (PSR&I) expectations, and applicable regulatory requirements. The position integrates process safety risk management, safeguard assurance, and operational discipline across Operations, Maintenance, Engineering, Projects, and Turnaround activities.
The role also holds enterprise level accountability for the Upgrader Recovery Plan (URP) as a multi year risk reduction and safeguard restoration program. The Process Safety Manager owns URP risk priorities, sequencing, and sustainment expectations to ensure high consequence process safety risks are systematically reduced and embedded into long term operating and maintenance strategies. This role does not own capital project execution or engineering design authority.
Key Responsibilities
Process Safety Leadership
Serve as the Chevron focal point for Process Safety at the Upgrader, ensuring alignment with OE, PSR&I, and enterprise process safety standards.
Lead development, implementation, and continuous improvement of the Upgrader PSM system, including risk management, safeguard assurance, incident learning, and operational discipline.
Promote and sustain a strong process safety culture across company and contractor organizations.
Upgrader Recovery Plan (URP) – Risk Reduction Leadership
Own risk‑reduction objectives, prioritization, and performance outcomes for the Upgrader Recovery Plan.
Define and steward high‑consequence process safety scenarios and required safeguards to support the transition toward sustained RR6 operations.
Ensure URP actions are properly sequenced and integrated into maintenance strategies, pit‑stops, operational windows, and turnaround planning.
Provide clear, fact‑based reporting to Upgrader and Chevron leadership on URP progress, residual risk exposure, and sustainment needs.
Process Safety Risk Management & Safeguards
Lead identification, assessment, and prioritization of process safety risks using disciplined, risk‑based methodologies (e.g., PHA, QRA, LOPA).
Ensure critical safeguards are clearly defined, verified, tested, and monitored, with clear ownership and performance expectations.
Provide independent process safety oversight for management of change, operational readiness, and asset integrity activities impacting risk.
Incident Learning & Assurance
Ensure effective investigation, learning, and corrective action follow‑through for process safety incidents, near misses, and weak signals.
Support OE assurance activities, assessments, and audits related to process safety and safeguard performance.
Stakeholder Engagement & Integration
Partner closely with Operations, Maintenance, Technical, E&C, Turnaround, HES, and contractors to embed process safety requirements into daily work and project execution.
Interface with Chevron Enterprise Process Safety resources to leverage standards, tools, benchmarks, and lessons learned.
People Development
Build organizational capability by coaching and mentoring Venezuelan professionals in process safety leadership and technical roles.
Support succession planning and long‑term sustainability of local process safety capability.
Required Qualifications
Bachelor’s degree in Engineering (Chemical, Mechanical, or related discipline).
Demonstrated leadership experience in Process Safety Management within refining, upgrading, or large industrial processing facilities.
Strong working knowledge of Chevron OE, PSM, and risk‑based safeguard management principles (or equivalent systems).
Proven experience influencing multidisciplinary teams across Operations, Maintenance, Projects, and Turnarounds.
Strong communication skills with the ability to translate complex process safety risk into clear leadership insights.
Experience working in complex or joint venture operating environments.
Preferred Qualifications
Experience in heavy oil upgrading or refining operations.
Previous leadership of large‑scale risk‑reduction or asset recovery programs.
Familiarity with Chevron PSR&I metrics, safeguard assurance practices, and enterprise process safety tools.
Experience operating in constrained or emerging market environments.
