Job Description

Manager, Private Resource Mobilization - GL E - Defined Duration until December 2029As the Global Fund launches its Grant cycle 8 (2027-2029) and adapts to a fast changing global health environment, resource mobilization remains a key priority to ensure that the fight against AIDS, TB and malaria receives the global attention and level of funding required to end the world’s three deadliest diseases and save millions of lives by 2030.

Within the Global Fund’s Resource Mobilization (RM) department, the Private Resource Mobilization Teams principal goal is the mobilization of financial resources from HNWIs, philanthropic foundations and companies.

Reporting to the Deputy Director of External Relations and Communications in charge of Resource Mobilization (RM), working in close alignment with the Senior Manager, Private RM, and part of the wider RM management team, the Manager actively shapes and implements an ambitious resource mobilization strategy in line with the Global Fund’s mission, strategy, and priority areas for catalytic investments. He/she leads retention and growth efforts with a select group of existing partners as well as diversification efforts with prioritized prospects.

The Manager is responsible for managing a team of approx. 4 staff members.

Key Responsibilities

Reporting to the Deputy ERCD for Resource mobilization, the Manager will:

Resource Mobilization

  • Under the guidance of the Deputy Director, and in close collaboration with the Senior Manager, PRM, and the Manager, Replenishment,contributeto the development and regular updating of the PS resource mobilization strategy in line with the Global Fund’s overarching RM strategy

  • Lead the development of workplans for theirassignedportfolio, in line with the strategy and budget, define ambitious achievable targets for resource mobilization for their team, track and report financial contributions anddeliverables, provide updates to the Department leadership and other stakeholders as necessary

  • Lead cultivation, engagement and resource mobilization efforts with selected High Net Worth Individuals (HNWIs),foundationsandcompanies in portfolio

  • Work closely with other Senior managers toidentifysynergies and strategies to support public donors’ resource mobilization efforts through engagement of the PS partners in portfolio

  • Identifyand pursue, under the strategy, growthopportunitiesand innovative resource mobilization models.

  • In close collaboration with the Senior Manager, PrivateRM,contributeto the development of communication and advocacy strategies in support of private sector RM

  • In close dialogue with the PSE Risk Committee, ensure the implementation of risk assessment and risk mitigation strategies for private sector partners in portfolioin accordance withpolicy

Catalytic investment development

  • Identifypotential PS partners for catalytic investment priorities and develop relevant strategic fundraising initiatives

  • Coordinate the design processes with engaged prospects and internal stakeholders in particular Grant Management and technical teams (TAP, SO, CRG), to develop large scale opportunities for RM that are aligned and implementable within Global Fund policy and strategy frameworks

  • In close coordination with other Divisions and departments,in particularGrant Management, TAPand Legal,leadthe structuring and negotiation of partnerships to minimize Global Fund transaction costs and maximize impact.

Partner/Champion Management

  • Build and nurture Global Fund’s relationship acrossprioritizedprivate sector prospects and partnersin portfolio

  • Ensurehigh qualityrelationship management of existing partnerships, including tracking and supporting the implementation of donor funding in coordination with Global Fund divisionsandthe development and implementation of reporting and communication plans for partners

  • EngagePS championsandpartners inportfolio inthe Global Fund replenishmentefforts, andplay a key role inidentifyingopportunities forleveragingprivate sector involvement

Representation

  • Representthe Global Fund at high-level meetings,conferencesand events

  • Support andaccompanyBoard leadership, the ED, Director ERCD, Deputy DirectorERCDand other Senior Leadership in meetings and events.

Management

  • Lead a team of approx. 4 staff members, as well as external consultants, and dynamically align assigned staff resourcesin order tomeet targets.

Qualifications

Essential:

  • Advanced degree in Business Administration, economics, internationalrelationsor similar field

Experience

Essential

  • Professional experience in the private sector, development cooperation, or working with private sector partnerships

  • Deep experience of anddemonstratedexperience in working in or with the philanthropy sector, foundations, as well as corporate resource mobilization

  • At least 10 years of professional experience in the private sector, development cooperation or working with private sector partnerships, or resource mobilization

  • Experience of prospect and partner engagement strategy development, with a preference for UHNWI and Foundation engagement

  • Experience of grant design, technical projectdesignand deployment of funds in LMIC

  • Demonstrated capacity to raise significant $10’s-100’s millions from private sector sources

  • Experience in analytics & research

  • Deep understanding of development issues and development co-operation.

Desirable

  • Experience of global health, global health project design, with a preference for experience in HIV,TBand Malaria, as well as in Health systems

  • Exposure to working with developing countries

  • Working in or exposure to related fields, leading to a basic understanding of global health issues and the three diseases

Languages:An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset.
