Reporting to the Director, Supply Side Contract Administration (SSCA), the Manager, PPOA Administration will have responsibility and accountability for administering the PPOA contracts with generators, resolving issues with generators that occur from time to time, as well as supporting other SSCA Department obligations. This position will coordinate within the SSCA and Regulatory organization and outside entities including the Puerto Rico Electric Bureau (PREB) to ensure that necessary services and information are exchanged between LUMA and electric generators who provide service to LUMA.
This position is responsible for coordinating and supervising a team to support the Department objectives, identify high value opportunities for continuousness improvement, sponsor and lead initiatives, develop and occasionally present executive level presentations and whitepapers while balancing the needs and obligations of the SSCA department.
Have responsibility and accountability for the work activities of:
Administering the PPOA contracts including contract interpretation and problem resolution when required
Supervising the payment of monthly invoice amounts to the generators in accordance with all LUMA procedural requirements.
Ensuring documentation records are maintained to reconstruct and describe all commercial decisions and payment amounts as necessary.
Work with PREPA GenCo and other IPPs to comply with relevant procedures and implement creative solutions to problems that could arise.
Overall accountability for execution of work by the PPOA team.
Determine staff levels or utilization of temporary or contract resources to manage resources available to team.
Create development plan for each employee in group, including training and rotational work assignments. Complete annual performance evaluation for each employee
Supervise staff completing accurate reporting of time for each employee, including absences due to vacation or illness.
Evaluate performance of employees versus established metrics.
Assist the director with the annual budget or business plan with respect to costs of executing required work.
Mentor, coach and support team members, developing continuous growth opportunities and succession plans.
Establish and maintain a positive and proactive work environment.
Follows all policies and procedures.
Other duties as assigned.
Perform major storm restoration work and associated drills as assigned
Additional Job Description:
Education and experience:
Bachelor's degree from an accredited college or university in Engineering, Business Management, Finance or related field.
10 years of progressively responsible experience in electric utility generation, power exchange, and/or interconnected utility operations and transmission operations. Equivalent combination of education, training and experience which provide the required knowledge, skills, and abilities.
Five (5) year of supervisory experience is preferred.
Experience operating in the Puerto Rico electric system in some direct or support capacity is preferred.
Ability to communicate clearly and effectively both orally and in writing.
Ability to work effectively with elected officials, charter officers, department heads, and representatives of other agencies, and the general public.
Bilingual, English and Spanish.
Licenses/Certifications:
Professional Engineer License is preferred.
Valid Driver's License
