Job Description

In this role you will manage high performing teams accountable for delivering complex business and technical portfolio and program solutions. You will provide operational and tactical support to deliver on enterprise strategies; ensuring initiative/program benefits achieve business objectives; aligning portfolio and program deliverables to enterprise goals.

What You Will Do

  • Provide focused leadership for the portfolio support team, driving coordination, responsiveness, consistency, and continuous capability development across portfolios

  • Ensure enterprise portfolios are strategically aligned, financially optimized, effectively sequenced, and predictably planned for delivery

  • Support enterprise‑level portfolio reporting and analysis, ensuring financial performance, trends, risks, and capacity indicators are synthesized into clear, decision‑ready insights that inform executive decision‑making

  • Establish and evolve portfolio management standards, frameworks, and operating rhythms to ensure consistent planning, reporting, and execution across programs and initiatives

  • Oversee funding, capacity, and demand analysis and the development of scenarios to support enterprise portfolio sequencing, rebalancing decisions, and mandate absorption

  • Lead portfolio oversight in a highly matrixed environment, anticipating shifts in enterprise priorities, guiding adjustments to sequencing and plans, and ensuring appropriate performance metrics are defined and used

  • Develop relationships with executive leadership, business stakeholders, and key delivery partners managing stakeholder expectations and ensuring programs/initiatives remain aligned to business strategies

  • Align leadership and processes across the enterprise and facilitate issue resolution

  • Develop portfolio/program level roadmaps and strategies; identify and communicate enterprise level dependencies, risks/issues, and sequencing parameters

  • Guide the effective use of portfolio tools, data, and methodologies to maximize portfolio visibility, data quality, and insight generation, while driving continuous improvement of portfolio management practices

What You Bring

  • Bachelor's degree or advanced degree (where required)

  • 8+ years of experience in related field

  • In lieu of degree, 10+ years of experience in related field

Bonus Points (Preferred Qualifications)

  • Demonstrated success leading teams and influencing outcomes in highly cross‑functional, matrixed enterprise environments

  • Strong portfolio analytics and reporting acumen, with the ability to guide interpretation of trends and insights for executive decision‑making

  • Solid financial oversight skills, including the ability to review and synthesize portfolio financials, budgets, and cost‑benefit analyses

Salary Range

At Blue Cross NC, we take great pride in a fair and equitable compensation package that reflects market-price and our starting salaries are typically planned near the middle of the range listed. Compensation decisions are driven by factors including experience and training, specialized skill sets, licensure and certifications and other business and organizational needs. Our base salary is part of a robust Total Rewards package that includes an Annual Incentive Bonus*, 401(k) with employer match, Paid Time Off (PTO), and competitive health benefits and wellness programs.

*Based on annual corporate goal achievement and individual performance.

$118,691.00 - $189,906.00
