The Planning team is seeking a Manager Planning Strategy to lead the Strategic Advisory team and drive key strategic initiatives across the Planning Division. This role is responsible for providing leadership in KPI reporting and performance measurement, identifying and implementing continuous improvement opportunities, facilitating strategic planning activities, and supporting the deployment and operationalization of the annual strategy.
As a trusted strategic partner, the Manager will oversee work scoping and intake processes across Planning, provide ad hoc strategic support to divisional priorities, and ensure alignment of initiatives with organizational objectives.
What will I be doing?
Lead the development and implementation of a reporting and continuous improvement tracking framework across the Planning Division.
Develop, maintain, and enhance Standard Operating Procedures (SOPs), templates, tools, and other planning resources to support consistent practices across Planning.
Prepare and support the development of decision-ready briefing materials, reports, and recommendations for senior management and government stakeholders.
Oversee milestone, project, and workflow management, ensuring deliverables meet client needs, quality standards, timelines, and budget expectations.
Conduct regular 1:1s and team meetings to support staff development and advance team priorities.
Monitor and update milestones, performance metrics, and progress tracking across strategic initiatives.
Build and maintain effective relationships with key stakeholders and partners across the organization.
Collaborate with the Director to identify and implement continuous improvement opportunities.
Lead work intake and scoping across Planning, defining Planning Strategy's role in supporting and delivering priorities.
Develop and maintain Planning resources, templates, tools, and Standard Operating Procedures (SOPs) in collaboration with Planning teams.
What Skills and Qualifications Do I Need?
- University degree in Business Administration, Public Administration, Strategic Planning, Policy, Management, or a related field.
- 5+ years of progressive experience in strategic planning, business planning, corporate strategy, management consulting, performance management, or a related discipline. government or the private sector in strategic planning, performance monitoring, continuous improvement, and team management.
- Demonstrated experience leading strategic initiatives, operational planning processes, and organizational improvement projects.
- Proven experience developing and monitoring key performance indicators (KPIs), performance measurement frameworks, and executive-level reporting.
- Strong project and program management skills, with the ability to manage multiple priorities and deliver results in a fast-paced environment.
- Experience leading and developing high-performing teams, including coaching, performance management, and workforce planning.
- Excellent analytical, problem-solving, and critical thinking skills with the ability to translate complex information into actionable recommendations.
- Strong written and verbal communication skills, including experience preparing briefings, presentations, and decision-ready materials for senior leadership and executive stakeholders.
- Demonstrated ability to build collaborative relationships and influence stakeholders across multiple functions and levels of the organization.
- Knowledge of continuous improvement methodologies and change management principles is considered an asset.
- Familiarity with Metrolinx's governance, strategic priorities, portfolio of infrastructure projects, and operating services.
- Experience briefing senior leaders and executives on change management, KPI reviews/performance monitoring, and infrastructure projects.
- People leadership experience is considered an asset.
