Role Description:

The Manager, Permit Operations Business Support provides management and oversight of the staff that supports the finances, customer service, Permit Information Management System (PIMS), and intake coordination. This position plans, manages, and controls the preparation of critical financial data, the enhancement of customer service processes, and the development and maintenance of standard operating procedures to ensure the efficient and effective operation of Permit Operations.

Essential Duties & Responsibilities:

  • Manages staff responsible for supporting all developer-related account establishment and billing activities, delivering customer service, and administering DC Water’s Permit Information Management System.
  • Provides guidance and advice to the Director, Permit Operations on daily operations, financial information, policies, and programs in order to manage and improve business support processes and develop staff.
  • Ensures all professional, technical, and ethical standards are upheld in the financial and business processes.
  • Provides leadership, development, and training opportunities to direct reports to enhance their skills, performance, and professional service delivery.
  • Interfaces with customers to resolve complex financial, customer service, and business process issues, as needed.
  • Performs routine technical and administrative functions including attending DC Water and/or departmental policy meetings and preparation of status reports for Permit Operations.
  • Develops and implements plans and objectives to improve business results and enhance financial and business processes.
  • Performs other duties and projects as assigned at the discretion of the Director, Permit Operations.

Supervisory Responsibilities: Provides daily planning and administration in the selection, assignment, supervision, promotion, discipline, and training of personnel within the section.

Key Working Relationships: Interacts with co-workers in the department and throughout the authority, including inspectors, engineers, developers, etc.

Skills & Qualifications:

Required Skills & Qualifications

Required Experience:

Seven (7) years progressive experience in accounting, financial reporting, financial planning, or a related area including three (3) years of supervisory experience.

Minimum Education Requirements:

Bachelor’s degree in accounting, finance, business management or related field from an accredited college/university, or the equivalent combination of education and experience consisting of a high school diploma or General Educational Development (GED) certificate and eleven (11) years progressive experience in accounting, financial reporting, financial planning, or a related area including three (3) years of supervisory experience.

Required Skills:Demonstrated analytical, planning, and organizational skills.

Leadership, communication, analytical, management and proven interpersonal skills are required.

Ability to construct business strategies and implement strategy formulation and deployment.

Must have advanced proficiency in various software packages including GIS, Outlook, PowerPoint, Excel, and Word, MS Teams, SharePoint, Visio, and Power BI.

Required Licenses & Certifications:N/APhysical Requirements:

General office conditions.

Preferred Skills & Qualifications

Preferred Education Requirements:A master’s degree in accounting finance, business management or related field from an accredited college/university or MBA. Preferred Licenses & Certifications:The Project Management Professional (PMP) certification.Preferred Skills:Understanding database management is beneficial.
