The Payroll Manager is responsible for leading all payroll operations across the Western Hemisphere, ensuring the accurate and timely processing of payroll while maintaining compliance with U.S., Canadian, federal, state, provincial, and local regulations. This role serves as the organization's subject matter expert for payroll operations, payroll taxation, compliance, payroll accounting, and payroll systems. In partnership with HR, Finance, and other business teams, the Payroll Manager oversees payroll processing, tax compliance, reconciliations, benefit deductions, wage attachments, audits, and system administration. This position also leads payroll process improvements, system enhancements, and internal control initiatives to support operational excellence and an exceptional employee experience.
Key Responsibilities:
- Lead end-to-end payroll operations across the United States and Canada.
- Ensure compliance with all payroll, tax, wage and hour, and employment regulations.
- Oversee payroll tax reporting, remittance, reconciliations, and year-end processing (W-2, W-2C, T4, etc.).
- Manage payroll accounting activities, including accruals, reconciliations, general ledger integrations, and close support.
- Serve as the functional lead for Workday Payroll, Time Tracking, and payroll-related system enhancements.
- Administer ADP SmartCompliance payment solutions and tax and wage attachment services.
- Manage garnishments, child support orders, tax levies, bankruptcies, and other wage attachments.
- Support employee benefits, retirement plans, and payroll-related compliance initiatives, including SECURE 2.0 requirements, 401(k) administration, and No Tax Overtime processing.
- Monitor payroll-related legislative and regulatory changes and implement updates to ensure ongoing compliance.
- Maintain strong payroll controls and support internal and external audit requirements.
- Develop and utilize payroll reporting and analytics to support operational decision-making and continuous process improvement.
- Lead payroll system implementations, upgrades, integrations, and process improvement projects.
- Recruit, develop, coach, and mentor payroll team members while fostering a culture of accountability, customer service, and continuous improvement.
Experience:
- Bachelor's degree in Accounting, Finance, Human Resources, Business Administration, or related field preferred.
- 7+ years of progressive payroll experience, including payroll leadership responsibilities.
- Managing multi-state U.S. and Canadian payroll operations.
- Strong knowledge of payroll tax regulations, payroll accounting, and compliance requirements.
- Workday Payroll, Workday HCM, Time Tracking, and ADP SmartCompliance.
- Experience supporting payroll audits and maintaining effective internal controls.
- Advanced Excel skills and strong analytical abilities.
- Certified Payroll Professional (CPP) designation preferred.
