Manager– Partnership Management (International Regulatory / Compliance Specialist)

In this role, you will lead Pearson’s understanding of international regulatory frameworks for vocational qualifications, ensuring our qualifications and delivery models are compliant, scalable, and aligned to global market requirements.

This role aligns to industry-level titles such as International Regulatory Manager, Education Policy Specialist, Compliance Lead (Education), or Global Qualifications Governance Specialist.

As a Manager in Partnership Management, you will play a critical role in helping Pearson navigate complex international regulatory landscapes - ensuring our qualifications are recognised, trusted, and compliant across markets.

You will analyse regulatory developments, engage with global stakeholders, and translate complex policy, into clear, actionable insights that shape how we operate and grow internationally.

You’ll make the biggest impact by building robust regulatory intelligence across priority markets, supporting market entry decisions, and strengthening internal understanding of compliance risks and opportunities.

You won’t just monitor regulations, you’ll help shape how Pearson enters, operates, and succeeds in international markets, ensuring we remain a trusted partner in education systems worldwide.

What You’ll Own

Success in this role means enabling Pearson to confidently operate across multiple jurisdictions with clear, compliant, and scalable delivery models.

Your top priorities will be:

  • Building and maintaining regulatory intelligence across key international markets, including mapping frameworks, accreditation routes, and policy risks.
  • Advising on market entry, regulatory compliance, and governance alignment to support sustainable growth.
  • Translating complex regulatory requirements into practical guidance for internal stakeholders across product, delivery, and commercial teams.

You will lead and influence how Pearson navigates regulatory complexity, shaping governance models, supporting risk management, and strengthening our global reputation.

About You

You bring experience working with regulators, accreditation bodies, or within education policy and governance , and you’re someone who can confidently navigate complexity and ambiguity.

You bring strong knowledge of international education regulation and compliance, and you’re someone who can translate complexity into clear, actionable insight.

Whether it’s engaging stakeholders, analysing policy, or advising on risk, you thrive in environments where accuracy, judgement, and influence matter.

You likely:

  • Have experience working with regulatory or qualification authorities UK and / or internationally.
  • Are confident interpreting legislation, policy changes, and governance requirements.
  • Someone to have had experience in management
  • A good knowledge of UK regulatory bodies:
  • Ofqual regulations and Conditions of Recognition
  • Quality Assurance Agency for Higher Education (QAA) Quality Code
  • RQF (Regulated Qualifications Framework)
  • Transnational education (TNE) compliance expectation
  • A good understanding of the international regulatory environment:
  • ENIC/NARIC recognition systems (e.g. UK ENIC)
  • Qualification mapping & comparability frameworks
  • Government licensing models
  • Accreditation vs. recognition vs. registration differences
  • Build strong relationships and communicate effectively across diverse stakeholders.
  • You must have some management experience.
