Job Description

Leads the Operational Procurement team in managing the competitive bidding and purchase order lifecycle while executing procurement and contracting processes and monitoring performance metrics to ensure timely, cost-effective delivery of goods and services.

  • Supervises operational procurement activities to ensure timely, cost‑effective acquisition of materials and services that support organizational needs.

  • Evaluates and implements workload‑allocation frameworks based on customer groups and material/service volumes to optimize team efficiency and service delivery.

  • Manages end‑to‑end requisition processes—including requirements gathering, competitive bidding, vendor negotiations, and contract/P.O. creation—to secure compliant, high‑value sourcing outcomes.

  • Implements and reinforces procurement standards through stakeholder liaison and staff training, improving specification accuracy, quality control, cost efficiency, and use of the local supplier base.

  • Manages and develops team members to build capability and improve collaboration, resulting in higher engagement and productivity.

  • Develops and manages departmental budgets to allocate resources effectively and meet operational targets.

  • Defines and monitors departmental KPIs to identify trends and drive continuous improvement.

  • Leads, models and ensures consistent application of policies and regulatory standards across teams to support ethical operations and mitigate compliance risks.

  • Leads and validates the planning and execution of restoration and emergency preparedness activities to strengthen operational resilience and response capacity.

  • Assumes and oversees expanded duties aligned with organizational priorities and professional scope to drive departmental effectiveness and strategic alignment.

Additional Job Description:

Education

  • Bachelor’s degree in business administration, Finance, Supply Chain Management or related field.

Experience

  • 5 years' experience in a similar functional role, with at least 3 years' overseeing employees directly, leading teams, budgets and projects in a Supervisor role.

  • Experience managing day-to-day operations, teams, defining work plans and achieving departmental objectives.

  • Experience as subject matter-expert, asset resource and coordinating with cross-functional stakeholders to provide support to internal/external clients.

  • Experience leading and collaborating projects to support process improvements.

Additional education may substitute for the required experience when it aligns with the competencies and knowledge necessary for the role:

  • Master’s degree in a relevant field may substitute when accompanied by a minimum of 3 years of experience performing related functions and at least 2 years in a Manager role.

  • Demonstrates deep knowledge of procurement processes and applies best practices to ensure timely, cost‑effective acquisition of materials and services.

  • Skilled in requirements gathering, competitive bidding, vendor negotiations, and contract/P.O. management to secure compliant, high‑value sourcing outcomes.

  • Demonstrates strong operational procurement expertise to ensure timely, cost‑effective acquisition of materials and services.

  • Knowledge of federal and state procurement requirements and compliance standards, including familiarity with 2 CFR 200, is preferred.

  • Strong sense of urgency and ability to prioritize workload based on business needs and operational criticality.

  • Demonstrates strong verbal and written proficiency in both languages, English and Spanish, to support negotiations, documentation, and cross‑functional collaboration.

  • Proficient organizational and time management skills. Attention to detail with a focus on accuracy.

  • Demonstrate strong leadership ability in high pressure scenarios with the ability to work quickly and efficiently.

Licenses/Certifications

  • Valid Driver's License

  • CPSM, SCMP/Plog/PMP/APICS or other applicable certifications or designations are preferred.
