PRIMARY DUTIES & RESPONSIBILITIES

Salary to be commensurate with experience

The hiring range for this position is $ 101,268.00 - $126,585.00/annually

OF POSITION DEPARTMENT

Performs technical,analytical,and statistical work to implement utility rate structures and fees with minimal supervision for the city Water and Wastewater utilitiesIncludes preparation of rate studies, forecasts and technical costs-of-service studies andlong-rangerevenue and expenditure forecasts.

PRIMARY DUTIES & RESPONSIBILITIES

  • Independentlydevelopsprocesses,procedures,and tools for rate setting.

  • Researchesand prepares cost of service studies for fee setting.

  • Analyze and calculate rates and rate adjustments for the city Water and Wastewater utility.

  • Prepares rate case studies and analysis for rate increases.

  • Updates and designs rate scenarios for Water and Wastewater

  • Compile financial and rate information and data, analyzing trends anddeterminingrateimpacts.

  • Provides training and assigns tasks to other business services staffin the area ofrate analysis and information gathering.

  • Projects long-range revenue and expense requirements and forecasts.

  • Performsadditionalduties as assigned.

MINIMUM QUALIFICATIONS & WORKING CONDITIONS

An equivalent combination of education, training, and experience thatdemonstratesrequired knowledge, skills, and abilities may be considered.

Education:

  • Bachelor’s degree in accounting, finance, business, engineering, economics or otherdirectly relatedfield

Experience:

  • At least 5 years progressively responsible experience in utility rate setting

  • An equivalent combination of education, training and experience thatdemonstratesrequired knowledge, skills and abilities may be considered.

Licenses and Certifications Required:

  • A CertifiedPublic Accountant License is desirable

  • This position may require the incumbent to occasionally use personal equipment (e.g.vehicle, cell phone, tools, etc.) in the course of their employment.

  • None

Knowledge:

  • Expert level knowledge of Excel, including experience with macros, proficient in financial modeling as it relates to rates, fee setting and long-term financial forecasts, analyzing trends anddeterminingrate impacts

  • Comprehensive knowledge of the principles,practices,and methods of accounting particularly in a government enterprise or other utility.

  • Knowledge of other common office software products.

WORKING CONDITIONS

Essential Personnel:

When a local announcement of emergency or disaster is declared by thecity, all City of Aurora employees maybe requiredto work as essentialpersonnel.

Physical Demands:

  • Sedentary physical workrequiringability to lift a maximum of 10pounds.

  • occasional lifting, carrying, walking, and standing; vision for reading, interpreting, and preparing reports and data analysis; hand/eye coordination for operation ofcomputer.

  • speech communication and hearing tomaintaincommunication with employees and citizens.

Work Environment:

  • Works in a clean, comfortable environment.

Equipment Used:

  • Personal computer and standard office equipment.

The city of Aurora will implement furlough days (unpaid days off) for most employees in 2026. The scheduled furlough dates are January 16, April 10, July 2, and December 24.
