Summary

Becoming the Manager of In-House Design at the Lake County Division of Transportation will allow you to work with a large network of professionals including engineers, consulting firms, regulatory agencies, municipalities, townships, residents, and businesses. The general functions of this position is to plan, organize, train, and supervise the in-house staff of design engineers who prepare engineering plans and specifications for DOT's resurfacing, drainage and maintenance projects and to provide technical expertise through submittal reviews, management of County standards and practices, and through project coordination.

This is an office position, with regular hours of work Monday through Friday, from 8:00am - 4:30pm, with some occasional evening public meetings. Alternative work schedules are available including varying start times and remote work opportunities.

Examples of duties

  • Supervises the design engineer staff in the preparation of plans, specifications, and estimates for the DOT’s preservation and annual maintenance projects, Township resurfacing projects, and select Traffic projects.
  • Manages the bid letting process for all non-federally funded LCDOT projects.
  • Manage design standards, specifications and plan preparation guidelines for the DOT.
  • Serve as technical design lead and provide review of project deliverables for projects from the In-House Design and Capital Project Development teams.
  • Assist in the development of the 5-year pavement preservation program.
  • Participate in the preparation of the Annual, 5-Year, and 20-Year County Transportation Improvement Programs.
  • All other related duties as assigned.

Qualifications

  • Progressively professional engineering experience and comprehensive knowledge of the principles and practices relating to highway improvements and the preparation of plans and specifications for a wide variety of road improvement projects.
  • Demonstrated experience in the coordination of activities of multiple agencies.
  • Strong oral and written communication skills.
  • Effective problem solving ability for complex engineering issues.
  • Can work well both individually and as a member of a team.
  • Strong leadership skills.

Education and/or Requirements:

  • Bachelor’s degree or Master's degree from an accredited university with a major in Civil Engineering or related field, required.
  • Requires possession of a valid certificate as a Licensed Professional Engineer (PE) issued by the Illinois Department of Financial & Professional Regulation. A minimum of 15 years of relevant engineering experience could be considered as a substitute for a PE license.
  • Possession of a valid Driver’s License, supplemented by a satisfactory driving record, required.
  • Requires at least eight years of experience in highway and transportation planning with some supervisory experience.

Physical Requirements

  • Requires light work involving standing or walking some of the time, exerting up to 20 pounds of force on a regular basis, and moderate dexterity in operating machinery, tools, or office equipment.
