Job Location: HOUSTON, TX 77054
Position Type: Full TimePOSITION SUMMARY
The Manager of Housing provides leadership and oversight across the agency’s full housing continuum, including Emergency Shelter, Transitional Housing, and Rapid Rehousing case management services. This position is responsible for the implementation, coordination, and development of housing programs and case management services, ensuring that all services are delivered using a trauma informed, evidence based, and client centered approach. The Manager of Housing supervises case management staff, supports program quality and compliance, strengthens internal and external partnerships, and ensures that services effectively support survivors in achieving safety, stability, and long-term housing success.
This role requires strong leadership, sound judgment, and the ability to guide staff in navigating complex housing systems while maintaining high standards of service delivery and documentation.
Work Schedule:
Monday – Friday 9 am – 6 pm
One late night per week, and Saturdays as needed.  Local Travel: 25%, if applicable
- Grant Funded Position: his position is supported by grant funding and continued employment is contingent upon the renewal of that funding, all grants are subject to renewal.
Our Total Compensation Package:
- Annual

Compensation:  $56,500.08
- Pay schedule: semi-monthly

What you Deliver in this role:
- Supervise housing and case management staff across the full housing continuum, including hiring, training, coaching, performance evaluation, and separation.
- Provide day to day leadership and support to Emergency Shelter, Transitional Housing, and Rapid Rehousing Case Managers.
- Implement, coordinate, and evaluate housing and case management services to ensure trauma informed, evidence based, and client centered service delivery.
- Develop, implement, and ensure compliance with agency and departmental procedures for all case management staff, interns, and volunteers.
- Create, maintain, and update procedural manuals for case management services across the housing continuum.
- Ensure accurate and timely documentation, data entry, and recordkeeping for all case management services.
- Support case managers in addressing complex client needs, removing barriers, and navigating housing and safety systems.
- Assess client needs and ensure appropriate service connections, referrals, and advocacy to support client goals and long-term stability.
- Serve as a liaison to individuals and families navigating the Houston/Harris County housing landscape.
- Engage in mobile advocacy as needed, including meeting clients in the community, accompanying clients to appointments, and conducting apartment inspections to ensure compliance.
- Network and collaborate with housing providers, social service agencies, and community partners, including serving as a contact for the Coalition for the Homeless.
- Attend interagency meetings and represent the agency in housing related collaborations and system level discussions.
- Work directly with landlords, housing providers, and community partners to support client housing access and stability.
- Participate in housing system design efforts and contribute to the development of coordinated housing pathways.
- Coordinate with the Compliance Department to ensure timely submission of reports and adherence to grant and regulatory requirements.
- Support data collection, reporting, and analysis to inform program improvement, outcomes, and decision making.
- Plan, monitor, and manage program expenditures in alignment with budget guidelines.
- Maintain strong working relationships with internal departments and agency leadership to support service alignment and operational effectiveness.
- Promote professional development by encouraging staff participation in trainings, workshops, and conferences.
- Work to continuously improve knowledge and skills related to housing, case management, and survivor centered services.
- Provide onsite 24-hour oversight during natural disasters, inclement weather, or other emergencies until normal operations resume.
- Perform other duties as assigned.

QualificationsThe Requirements We are Seeking:
Education:
- Bachelor’s Degree in social sciences, criminal justice, counseling, or social work required.
- Master’s Degree and LMSW preferred.

Experience:
- Minimum of five years of case management experience in a housing program, domestic/sexual violence services, or similar social service setting. experience in a social service agency.
- Minimum of five years’ experience in a leadership role, with supervision of direct reports required.
- Knowledge of and sensitivity to issues of domestic and/or sexual violence, preferred.
Language: Required - Bilingual in Spanish
Computer Skills:
- Experienced in Microsoft Office specifically Excel and Outlook
- Good computer skills in Apricot, Paycom and Concur
- Exceptional communication and presentation skills
Certificates & Licenses:  Texas driver’s license with a good driving record; reliable transportation; ability to travel to off-site locations utilizing personal transportation, if applicable
Physical Demands: Ability to stand and walk around for extended periods of time is required. Employee will also need to squat or bend, reach outward or upward to effectively discharge job duties. Job incumbent must be able to lift/carry and/or push/pull up to 40 lbs.
