Job Description
The Home Security Licensing/Compliance & HSE Manager ensures that Hotwire Communication and its personnel comply with all state and local regulations related to the sale and installation of security systems. This includes overseeing licensing requirements, background checks, training, permit applications, and renewals. The role also manages compliance issues, staying updated on regulatory changes to maintain legal operations across jurisdictions. Additionally, this manager collaborates with HR to provide strategic leadership on Health, Safety, and Environmental (HSE) matters, developing and implementing company-wide HSE programs. They offer guidance on HSE policies and procedures, ensuring compliance with regulations and supporting a culture of safety and health performance.
RESPONSIBILITIES
Security Licensing / Compliance
- Ensure Hotwire and its employees have the licenses to operate legally in each state or municipality where the company does business.
- Local-level business license, application, renewals, and tracking.
- Oversight of local licensing rules, fees, and renewal deadlines.
- Ensure compliance with standards set by regulatory bodies such as NFPA (National Fire Protection Agency), UL (Underwriters Laboratories), NIST (National Institute of Standards & Technology), and GDPR (General Data Protection Regulation). Company and contractor compliance, background checks, training, certification, and continuing education.
- Collaborate with senior management to develop a comprehensive licensing strategy aligned with the organization's goals and objectives. Identify potential licensing opportunities and evaluate their feasibility and potential impact on the organization.
- Negotiate and manage licensing agreements with external partners, including vendors, manufacturers, distributors, and other entities. Ensure compliance with contractual obligations and manage any licensing disputes or issues that may arise.
- Identify ways to maximize revenue through licensing activities, such as optimizing licensing fee structures, exploring new markets and distribution channels, and implementing effective royalty collection and monitoring processes.
- Conduct market research to identify trends, assess competitive landscapes, and identify potential licensing partners. Stay updated on industry developments, emerging technologies, and market dynamics that may impact licensing opportunities.
- Cultivate and maintain relationships with existing and potential licensing partners. Collaborate with internal stakeholders, such as product development, marketing, and legal teams, to ensure efficient coordination and implementation of licensing strategies.
- Work closely with legal counsel to protect the organization's intellectual property rights and ensure compliance with licensing agreements. Identify and address any potential infringement issues or violations.
- Oversee the negotiation, review, and execution of licensing contracts and agreements. Monitor and manage licensing budgets, financial forecasts, and performance metrics to ensure profitability and accountability.
- Prepare regular reports and presentations for senior management, highlighting licensing performance, revenue projections, market trends, and other relevant metrics. Utilize data and analyses to make informed decisions and drive continuous improvement in licensing strategies.
- Compliance and Regulatory Requirements: Stay updated on licensing laws, regulations, and compliance requirements relevant to the organization's industry. Ensure adherence to legal and regulatory frameworks governing licensing activities.
- Stay informed on new legislation that could affect the company's operations. This is primary reason to keep within Fision Enterprise/FX organization for initial standup period.
- Coordination with field ops, sales, and legal.
HSE
- Design, develop, and implement HSE programs to ensure they are effectively executed and meet organizational goals.
- Partner with HR to integrate HSE policies and practices into employee onboarding, training, and ongoing performance management.
- Implement site-specific processes to identify, reduce, or eliminate accidents, workplace hazards, and environmental risks.
- Collaborate with senior management teams to provide technical guidance and ensure consistent implementation of HSE processes across regions.
- Support business leaders in the execution of HSE programs and initiatives specific to their areas of responsibility.

Minimum Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
- Bachelor’s degree in Occupational Health and Safety, Business Administration, or a related field.
- Minimum of 5 years of experience in regulatory compliance, licensing, or health and safety management, preferably in the security or related industry.
- Proven experience in managing HSE programs, including program development, implementation, and audit processes.
- Experience in overseeing and managing state and local security system licensing requirements, background checks, training programs, and permit applications.
- In-depth knowledge of OSHA, DOT, state health department regulations, and other relevant safety and compliance standards.
- Familiarity with security system installation regulations and industry-specific licensing requirements.
- Strong understanding of HSE best practices, risk management, and accident prevention strategies.
- HSE-related certifications (e.g., Certified Safety Professional (CSP), Associate Safety Professional (ASP), or equivalent) preferred.
- Security system industry certifications or licenses required.
- Ability to travel domestically required.
