Job Description


The Health Insurance Enrollment Manager oversees NY State of Health Marketplace enrollment operations, manages and supports a team of Navigators, and ensures the program meets enrollment, partnership, and contractual goals. The Manager will educate the public on health insurance coverage options, develop community partnerships, train and supervise staff, monitor program performance, and prepare required reports.

Responsibilities:

  • Leads the team in achieving the program’s contractual enrollment goal of 400 monthly enrollments.

  • Supports the AVP in program management, outreach strategy, and promotion of services to target populations.

  • Supports the AVP in achieving all contractual deliverables and milestones outlined in the program work plan.

  • Recruits, trains, supervises, and evaluates Benefits Navigators.

  • Develops and maintains community partnerships and coordinates enrollment activities across multiple enrollment sites.

  • Supports program expansion initiatives and grant research activities.

  • Monitors program performance data and prepares reports to evaluate progress toward enrollment, partnership, and contractual goals.

  • Administers customer satisfaction surveys and collects client success stories to support program evaluation and reporting.

  • Ensures accurate maintenance of NADAP’s client database and program records.

  • Performs other duties as assigned.

Qualifications:

  • Bachelor’s Degree required.

  • At least 2 years of staff management or supervisory experience preferred.

  • At least 2 years of experience working with the Health Insurance Marketplace or related health insurance experience.

  • Must successfully complete NY State of Health Navigator training

  • Excellent verbal and written communication skills.

  • Approximately 25% travel within NYC boroughs.

  • Must be able to work evenings and weekends as necessary.

  • Bilingual preferred in one of the common languages in New York, such as Russian, Spanish, Chinese, French, or Korean.

Salary: $80,000/year

Schedule: Hybrid – 3 days onsite, 2 days remote

Program Overview:
NADAP’s Health Insurance Enrollment Program educates and assists individuals and small businesses in enrolling in health coverage through the NY State of Health Marketplace, including Medicaid, Child Health Plus, the Essential Plan, and Qualified Health Plans. The program team provides free enrollment assistance and outreach services to New York residents through community-based partnerships and enrollment sites.
