Job Description

The Manager NOC's and Permits plays a crucial role in our Saudi Arabia Projects department, responsible for securing the necessary approvals to keep our projects on track. This role acts as the primary point of contact with government entities and utility providers, ensuring a smooth and uninterrupted construction process. The ideal candidate will have a strong background in civil engineering or urban planning, with extensive experience in managing permits and approvals for large-scale infrastructure projects.
  • Lead and coordinate the acquisition of NOCs, permits, and statutory approvals, ensuring alignment with project schedules and compliance with local regulations.
  • Prepare and submit permit applications, technical documents, and compliance reports to relevant authorities.
  • Maintain an up-to-date permitting register, tracking approval processes and monitoring critical milestones.
  • Liaise with utility providers to assess and resolve potential conflicts with project designs, coordinating utility diversions and relocations as needed.
  • Review design drawings to identify and address clashes with existing infrastructure, providing engineering input for design modifications.
  • Act as the primary communication point with permitting authorities and statutory agencies, ensuring effective and timely responses.
  • Support project managers and engineering teams with expert advice on approval requirements, helping to navigate complex regulatory processes.
  • Monitor critical path activities related to NOCs and permits, identifying risks and recommending mitigation strategies to minimize delays.
  • Maintain accurate and organized documentation of all submissions, correspondences, and approvals for audit and project record-keeping purposes.
  • Bachelor's degree in Civil Engineering or Urban Planning is required.
  • Minimum of 5 years of relevant experience in permitting, authority liaison, or utility coordination on large-scale infrastructure/transportation projects, with a total of 15 years of professional experience.
  • In-depth knowledge of local authority requirements, codes, and approval procedures, including municipalities, telecoms, power, water, civil defense, and traffic departments.
  • Strong understanding of design drawings, utility diversions, and construction methodologies.
  • Experience in PMC, consultancy, or contracting environments is preferred.
  • Excellent communication and stakeholder management skills, with a proven track record of building effective relationships with external authorities and service providers.
  • Proficiency in MS Office, with knowledge of CAD or design review tools being an advantage.
  • Fluency in English, both written and spoken, is essential. Proficiency in Arabic is highly desirable for effective communication with local stakeholders.
  • Ability to work independently, manage multiple tasks, and prioritize effectively in a fast-paced project environment.
  • Strong analytical and problem-solving skills, with a proactive approach to identifying and mitigating potential risks and delays.
