Manager Network Services-(260000D5)
The Manager, Network Services, is responsible for the overall enterprise wide effectiveness, reliability, and efficiency of the Fort Bend Independent School District (FBISD), including data/voice/ wireless network infrastructures, applications, and servers. The manager takes ownership for all aspects of FBISD's networking, including but not limited to, architecture, configuration, deployment, maintenance, redundancy, and disaster recovery as well as ensuring high-quality end user support for specific networking requirements. Particular areas of oversight are that of the infrastructure platform for FBISD's data, voice, and wireless network and their associated peripheral and supporting equipment. Each of these is inclusive of ongoing architecture, management and business continuity strategies for same. The manager leads the migration to new technologies and forecasts financial, physical and human resource needs to meet established objectives. These systems will be used district-wide by faculty, students, guests and staff in accordance with FBISD's goals. The Manager, Network Services, will work very closely with Information Technology Services Directors and Managers in order to properly maintain and support these systems. Essential Duties and Responsibilities
Leadership
- Serve as a representative of Fort Bend Independent School District (FBISD) and Technology Division, displaying courtesy, tact, consideration and careful judgment in all interactions with other members of the FBISD community and with the public
- Work with other IT managers and staff to proactively develop and enhance data/voice/wireless network and their systems to better meet the District's needs and monitor productivity
- Assist faculty, students, guests and staff in utilizing existing network infrastructure systems
- Influence the development and modification of other network infrastructure systems by blending close working relationships with the end-users to promote a comprehensive understanding of technology
- Coordinate the ongoing activities of the Network Services team, inclusive of oversight for the related Technology project portfolio as well as ongoing incident response management for supported systems
- Oversee and coordinate life-cycle management for all network equipment and associated equipment, business continuance and service restoration strategies, and ongoing road-map for FBISD’s next generation of collaborative tools and underlying networking platforms
- Participate as a member of the Technology Division management team that is responsible for defining the governance processes of the organization’s infrastructure architecture, data centers, networks, telecommunications, client engineering, and infrastructure applications
- Work closely with other Technology Division managers and directors to develop networking platform strategies, lead the migration to new technologies, and address ongoing operational needs throughout FBISD
- Lead strategic networking infrastructure planning to achieve FBISD’s mission, vision, and goals by prioritizing technology initiatives and coordinating the evaluation, deployment and management of current and future networking technologies
- Continually evaluate the current state of FBISD’s data/voice/wireless architecture and services against FBISD goals and objectives and adapt operational strategies to maintain alignment
- Contribute to the design and execution of the enterprise-wide business continuity plan
- Define requirements for new technology implementations and communicate to key stakeholders
- Assess and communicate risks associated with technology-related investments and purchases
- Develop business case justifications and cost/benefit analysis for technology spending and initiatives
- Manage and monitor annual budgets and expenditures for the Network Services Department
Administration- Manage highly technical team of system specialists and engineers Supervise recruitment, development, retention, and organization of network engineers and specialists in accordance with FBISD's budgetary objectives and personnel policies
- Implement and coordinate the creation of technical service procedures, policies and manuals
- Provide design, recommendation, standards and consultation for data/voice/ wireless network services
- Provide visionary insight to management in order to plan and integrate newly developed innovations into the Information Technology Services Department’s long range plan
- Evaluate existing data center software and hardware for operation and monitoring tools and create standards for use at FBISD, modify existing tools and standards as required as well as design and implement needed tools standards
- Maintain skills as technology and implementations evolve, monitor trade press and contact vendor information and review experiences of users with similar or related applications. Maintain current industry and vendor knowledge. Conduct research to remain up-to-date and knowledgeable in regards to industry trends and emerging technologies in anticipation of new business processes and system alterations
- Direct the activities of team members to ensure completion of projects. Design, prioritize, schedule and monitor assigned technical projects as well as develop and maintain comprehensive project plans/schedules related to data/voice/wireless network. Provide peer team members with guidance, assistance, and mentoring to help develop skills
- Participate in the completion of scheduled employee performance reviews. Coach and mentor employees to facilitate ongoing career growth and development. Act as final escalation point for technical issues pursued within the team
- Has a fundamental understanding of network routing and routing protocols including EIGRP, BGP, OSPF. Understands routing loops, routing metrics, convergence and the differences between interior and exterior gateway protocols.
- Understand wireless protocols including 802.11N, 802.11AC, and 802.11AX and the emerging convergence between WIFI6 and Cellular Data. An understanding of 802.1x (dot1x) security and infrastructure to support it including radius servers and NAC systems and the part they play in securing network infrastructure and end point systems.
- Understand TDM-based telephony and digital Voice over IP protocols and systems including SIP. Knowledge of Cisco's Call Manager, CER, Unity Connection, Unified Attendant Console and Contact Center would be beneficial.
- Understand structured cabling and structured cabling systems. Understands fiber optic cabling systems and has some understanding of DWDM or lit fiber systems.
- Has some exposure to or understanding of Software-Defined Networking and datacenter fabric architectures such as Cisco's Application-Centric Infrastructure (ACI). Some exposure to server virtualization and the tools used to manage a virtual environment would be beneficial.
- Manage vendor relationships with service providers and technology manufacturers
- Review hardware and software acquisition and maintenance contracts and pursue master agreements to capitalize on economies of scale
- Creatively and independently provide resolution to technical problems in a cost-effective manner
Supervisory Responsibilities- Assist in the process of recruiting, screening, interviewing, and hiring of assigned staff
- Initiate personnel actions including documentation and termination of assigned staff under the guidance of Human Resources
- Recommend personnel actions including transfer and discipline of assigned personnel
- Complete performance appraisal of assigned staff
- Address complaints and resolve problems in a timely manner
Qualifications

- Master's Degree preferred
- Other Equivalent combination of education and a minimum of 7 years of experience in enterprise level data and/or voice network operation may be considered in lieu of degree requirement
- Cisco Certified Network Associate
- Cisco Certified Network Specialist (CCNP) preferred
- Information Technology Infrastructure Library (ITIL) v.3 Foundations preferred
- Minimum of 5 years of progressive leadership experience managing a large, enterprise information technology operations, department, and staff
- Minimum of 7 years of practical experience in implementing and/or operating, troubleshooting and resolving high level, complex issues related to enterprise data/ voice network
- Minimum of 2 years Experience with large scale installation of network
- Minimum of 2 years Project management experience preferred
- Direct supervision of network engineers and analysts in a enterprise network environment
- Demonstrated knowledge of firewalls, network security, IDS, IPS, and associated Internet border equipment
- Demonstrated knowledge of routing protocols (EIGRP or OSFP, BGP)
- Demonstrated knowledge in developing and implementing processes and procedures
- Demonstrated knowledge of peripheral network equipment such as DNS, IPS, IDS, DHCP, etc.
- Demonstrated knowledge of staff development, team building, and coaching
- Demonstrated knowledge of structured cabling standards and practices
- Working knowledge of routed protocols (TCP/IP, SNMP, SMTP, Appletalk, etc.)
- Recent knowledge of Cisco brand equipment, software, and configuration
- Demonstrated understanding of Active Directory, Network Security and VoIP technologies
- Excellent customer service skills
- Strong communication and presentation skills with excellent spoken and written English. Must be able to explain difficult abstract concepts. Ability to communicate clearly with all levels of internal and external end users
- Initiative and ability to work independently and willingness to proactively learn new skills
