In this role, you'll:


Drive the development and delivery of programs that encourage sustainable transport behaviours and reduce reliance on private vehicles.

You will manage a portfolio of complex, interdependent mode shift initiatives, working closely with senior leaders and a broad range of stakeholders to deliver measurable outcomes that align with government priorities and organisational objectives.

You will play a central role in shaping strategy, embedding best practice behaviour change approaches, and ensuring programs are effectively governed, evaluated and continuously improved.

Key responsibilities include:


• Lead the design, implementation and evaluation of community education, behaviour change and pilot programs that promote sustainable transport and achieve measurable mode shift outcomes


• Manage multiple, complex and interrelated programs, ensuring delivery aligns with strategic priorities, agreed milestones, budgets and governance requirements


• Build and maintain strong relationships with internal and external stakeholders to support coordinated program delivery and resolve emerging challenges


• Provide strategic advice and recommendations to support short-, medium- and long-term planning across the mode shift and active transport portfolio


• Collaborate with delivery teams and business-as-usual functions to integrate initiatives, align outcomes and support continuous improvement


• Develop and lead integrated change, communication and engagement plans that support program adoption and lasting behavioural change


• Oversee monitoring, reporting and evaluation frameworks to track outcomes, impacts and performance across programs

About you


You are an experienced leader with a strong understanding of behaviour change, sustainable transport and program delivery in complex environments.

You are comfortable operating in a dynamic policy and stakeholder landscape, balancing competing priorities while maintaining a focus on outcomes, evidence and best practice.

You bring a collaborative approach, can influence at senior levels, and are passionate about delivering initiatives that create positive, long-term change for communities.

To succeed in this role, you will have:


• Proven experience designing and delivering behaviour change, mode shift or sustainable transport programs that influence travel behaviour across diverse communities


• Demonstrated capability in managing large, interdependent programs or workstreams, including planning, budgeting, risk management and evaluation

• Strong stakeholder engagement skills, with the ability to influence and collaborate across government, industry and community partners


• Experience translating strategic objectives and policy priorities into practical, deliverable programs and initiatives


• Highly developed communication skills, with the ability to clearly convey complex concepts to a range of audiences


• Tertiary qualifications in transport planning, urban planning, behavioural science, public policy or a related discipline, or equivalent relevant experience
