Role Purpose
To direct and oversee the maintenance and repair activities at the Compressor Stations, Pipeline network and at the metering and Regulating Stations with objective of assuring plant and network availability to receive and deliver gas to customers safely and on-time in accordance with EMARAT’s standard operating procedures, health, safety and environmental polices and procedures.

Key Activities
1. Planning & Implementation
- Contributes to the development and implementation of the Gas Operations Department’s strategic priorities and goals
- Ensures business processes and work activities, relevant to position, are planned and executed in compliance with EMARAT policy, procedures and best practice to achieve business objectives in a safe, efficient and cost effective manner
- Conducts periodic review of policy, procedures and practices, relevant to position, to identify opportunities for improvement and engagement in best practice
- Liaises with Department Manager to clarify, justify and provide updates on all significant developments undertaken by the Mechanical Engineering Section
- Generates reports as per management request, timely and accurately to meet company and department requirements, policies and standards
2. Budgeting
- Contributes to the preparation of the (annual) departmental business, operating plans and capital expenditure budget, in alignment with the key corporate goals, to meet departmental business objectives
- Analyze cash flow, cost controls and expenses within own Section towards optimum utilization of company’s resources
- Conducts financial prudence in all decisions and monitor variances between actual expenditure and budget; approves operational expenses within level of authority
- Reviews and responds to queries related to expenditure reports and provides justification for any budget overspend
3. Maintenance
- Provides specific mechanical engineering advice and expertise to the Department on maintenance and repair techniques for major rotating equipment (gas turbines and compressors), corrosion control, cleaning and repair of pipelines and the operation and maintenance of Metering and Regulating Stations
- Monitors planned maintenance activities and performance to ensure proper execution of maintenance work as per established standards and specifications and agreed timelines
- Prepares specifications and tender documentation for materials/equipment to be purchased through tenders; technically reviews all tenders received and provides recommendations
- Provides technical advice on warranty matters, liaises with vendors and specialist repair companies and evaluating and advising on proposed remedial action
- Supervises fleet maintenance for all vehicles allocated to area of operation
- Advises on pipeline preparation, isolation and repair techniques and ensures that all repairs are carried out in accordance with international codes and established standards
4. Inspections
- Investigates and evaluates causes of defects and major breakdowns and recommends remedial action to be taken to ensure non- recurrence
- Monitors usage of spares, advises on essential items of long lead time and proposes addition/deletions of items, as necessary
- Establishes and executes equipment inspection methods and frequencies according to accepted codes, and ensures timely execution
5. Health & Safety
- Enforces an incident free environment through maintaining a strong safety culture
- Develops, updates and monitors safe work processes, maintenance procedures and guidelines to ensure process safety, operational safety and plant integrity
- Ensures compliance to health, safety and environmental excellence procedures and controls for activities under area of responsibility to guarantee employee safety, legislative compliance and a responsible environmental attitude
6. Stakeholder Management
- Establishes and maintains effective relationships with external stakeholders required to meet EMARAT’s business and operational objectives
- Represents EMARAT vis-à-vis external stakeholders in areas of operational importance
- Works effectively, proactively and with urgency across EMARAT and externally to ensure the delivery of joint services/results that meet EMARAT’s interests, and for knowledge sharing
7. People Management
- Motivates staff and empowers direct reports by providing the necessary tools and support required to support Section goals and objectives
- Establishes clear direction, prioritizes tasks, assigns and delegates responsibility and monitors the workflow of the Section
- Builds opportunities for staff to suggest, participate in and contribute to improvement, innovation and knowledge sharing initiatives
- Provides guidance and ensures that the Section members comply with EMARAT’s policies, processes, practices and systems
- Ensures proper target setting and staff performance management in line with EMARAT performance management guidelines
QUALIFICATIONS / REQUIREMENTS
Knowledge
- Knowledge of gas operations, mechanical vessel inspection and major rotating equipment
Education
- Bachelor’s Degree in Mechanical Engineering
Experience
- A minimum of 8 years experience within process operations with at least 3 years experience in a supervisory role
- Experience in Natural Gas field preferred
