PurposeThe Labor Relations Manager will provide strategic leadership oversight and administration, and initiate processes in the areas of Equal Employment Opportunity (“EEO”) and Labor Relations. ESSENTIAL FUNCTIONS Research, investigate, and respond to Title VII EEOC employment complaints. Oversee Labor Relations Specialists' EEOC position statements. Oversee and resolve complaints filed by non-bargaining unit employees through the Complaint Resolution grievance process. Develop strong working relationships with Division and Union leadership by working as a strategic partner or liaison between the parties. Conduct research into labor issues and contract interpretation and provide guidance on resolving contractual language issues. Ensure compliance with the memorandum of understanding (“MOU”), federal and state employment and labor laws, and regulations, while providing consultation and constructive conflict resolution for and between Division and Union leadership, and bargaining unit employees. Responsible for overall operations of the Labor Relations office, including the coordination of grievance administration procedures. Maintain responsibility for managing the negotiation of the MOU and resolving disputes and complaints between the Division and the Union. Partner with Division leadership, Human Resources (“HR”), and assigned internal and external legal counsel. Prepares or provides guidance in developing answers to grievances, conducts research, and participates in the preparation of mediation and arbitration cases. Coordinates reporting, including EEOC reporting, monthly Labor Relations metrics, and reports quarterly at HR committee meetings. Oversees Employee Resource Groups (“ERGs”) and performs other duties as assigned.

Qualifications

LICENSES AND CERTIFICATIONS

A valid driver's license from state of residence is required.

EDUCATION

Bachelor's degree in Business Administration, Human Resources, Industrial Relations or related field is required.

EXPERIENCE

6 years of experience in the coordination of grievance administration procedures, negotiation, interpretation/administration of collective bargaining
agreements, and preparation of arbitration hearings, including 2 years of supervisory experience. Mediation or EEOC certification preferred.

ADDITIONAL INFORMATION

Must successfully complete NIMS training within one year of entering job. Subject to 24-hour on-call. Works in office majority of time; occasionally outside. Requires sedentary work involving standing or walking for brief periods, exerting up to 20 pounds of force on a regular basis; and some dexterity in operating office equipment. The position requires normal visual acuity and field of vision, hearing, and speaking abilities.
