What will you do?
The Manager, Internal Controls owns the day-to-day execution and continuous enhancement of Pet Valu’s Internal Control over Financial Reporting (ICFR) and Disclosure Controls & Procedures (DC&P) programs under NI 52-109. This role partners closely with Finance, Accounting, IT and business process owners to plan, document, test, and report on the design and operating effectiveness of key controls, drive timely remediation and enable sustainable process improvements across our retail operations.
Responsibilities
Program leadership & planning (ICFR/DC&P)
Execute the annual and quarterly ICFR plan—scoping, risk assessment, walkthroughs, testing, evaluation of deficiencies and reporting—in alignment with NI 52-109.
Coordinate with external partners and auditors to optimize reliance, minimize duplication and align timelines and deliverables.
Lead the quarterly sub-certification process and maintain/refresh end-to-end process narratives, flowcharts, risk & control matrices (RCMs), and test scripts for new or changing processes.
Track and report program KPIs (e.g. testing progress, defect rates, remediation cycle time) and maintain the integrity of master data in the risk and control framework.
IT General Controls (ITGC) & application controls
Lead the coordination and testing of ITGCs (user access management, change management, and computer operations) with IT and system owners; align with COSO 2013 and COBIT principles.
Evaluate application controls (key configurations, automated controls, interfaces, and system-generated reports); verify completeness & accuracy (C&A) for Information Used in Controls (IUC).
Partner with IT and the business on system implementations to embed control requirements, including cutover and data migration controls.
Third-party & SOC reporting
Lead SOC 1 report evaluations for key service organizations, including scope, complementary user entity controls (CUECs), exceptions assessment and bridging to our internal control framework.
Support third-party risk activities for critical outsourced operations—mapping requirements, assessing supplier controls, following up on findings and validating remediation.
Testing, issues & remediation
Perform design and operating effectiveness testing for process and IT controls; assess deficiency severity and aggregate results; prepare clear workpapers and documentation.
Develop practical remediation plans with owners; monitor milestones to closure and perform validation/re-testing by established due dates.
Deliver concise status reporting to stakeholders and management, with focused insights and recommendations.
Stakeholder enablement & continuous improvement
Provide training and guidance to process and control owners on control design, documentation standards, evidence expectations and testing protocols.
Drive standardization and process optimization while maintaining effective control coverage across functions and systems.
Support related assurance domains and other strategic finance or technology projects, as needed.
Qualifications & Experience
Education & certifications
Bachelor’s degree in Accounting, Finance, Information Systems, or related field.
CPA strongly preferred; CISA is an asset.
Experience
5+ years of progressive experience in internal controls, internal/external audit or compliance, including hands‑on testing and remediation in large or complex organizations.
Solid exposure to ITGCs and application controls and to retail business process cycles (Order‑to‑Cash, Procure‑to‑Pay, Inventory, Record‑to‑Report).
Experience coordinating with auditors; familiarity with NI 52‑109/SOX, COSO 2013 and COBIT.
Experience with control platforms (e.g. Workiva, AuditBoard) and ERPs (e.g. D365, NetSuite) or similar systems.
Skills & attributes
Strong analytical judgment with the ability to assess risk, determine control adequacy and write concise, defensible conclusions.
Excellent communication and stakeholder management skills; able to influence at multiple levels and translate technical control concepts into business‑friendly language.
Highly organized and deadline‑driven; comfortable managing multiple concurrent priorities in a fast‑paced environment.
Continuous improvement mindset and integrity in approach to assurance and compliance.
This role will be hybrid out of Markham head office, and limited travel to stores, distribution centres, vendors or auditors may be required.
Compensation:
The targeted salary range for this position is $92,700 - $120,000 annually. The final offer will be based on factors such as market location, relevant skills,experienceand internal equity.
