The listed pay range or pay rate reflects compensation for a full-time equivalent (1.0 FTE) position. Actual compensation may differ depending on assigned hours and position status (e.g., part-time).

$94,556.80 - $124,176.00

Position Overview

SUMMARY (Basic Purpose of the Job)

Provides direction, guidance, organization, and management of business and administrative operations of the Institute for Urban Care. Assists Vice President/Executive Director in developing short and long term strategic planning to ensure successful growth and operations of the Institute for Urban Care. Ensures compliance with organizational policies, procedures, and systems related to fiscal management, human resource management, health care administration, governmental regulations, and corporate compliance requirements. Develops and reports performance metrics. Builds and maintains important internal and external relationships to further develop the Institute's mission and vision to align the services of Capital Health with those of the community we serve. Manages hospital based substance use program while strategically working to improve, strengthen, and define operational goals and objectives.

MINIMUM REQUIREMENTS

Education: Bachelor of Science in Nursing or must attain within 12 months of hire.

Experience: Five years progressive operational management experience in an ambulatory or acute care setting. Experience in project management, health planning, and grant implementation in an acute care setting preferred.

Other Credentials: AHA BLS - Healthcare Provider,Registered Nurse - NJ

Knowledge and Skills: Excellent organizational, interpersonal and communication skills. Strong planning and project management skills. Demonstrated proficiency in financial and human resource management.

Special Training: Intermediate computer skills required. Experience with Microsoft Office. Possesses analytical and technical skills. Experience with use and implementation of electronic medical records.

Mental, Behavioral and Emotional Abilities: Ability to effectively manage multiple projects simultaneously and ability to respond quickly in a fast paced environment.

ESSENTIAL FUNCTIONS

  • Supervises IUC staff. Leads efforts for new grant programming development and implementation.
  • Assists the Executive Director and Vice President with the creation and implementation of strategic plans and program development for the Institute for Urban Care (IUC). Accountable for program growth initiatives and for success in achieving IUC goals and objectives.
  • Enhances Institute for Urban Care and Capital Health community standing by accepting ownership for accomplishing new and different requests and by exploring opportunities to add value to job accomplishments. Collaborates with public relations staff and marketing to effectively promote IUC & CH in the community.
  • Achieves operational objectives by contributing information and recommendations to the urban care related programs by reviewing, preparing and completing action plans, resolving problems, collecting data, completing audits, identifies trends, determining program improvements, and implementing change.
  • Analyzes and prioritizes new business opportunities identifying new programs and grants that can increase volume, quality and services that align with CH strategy.
  • Provides support to various departments seeking new grant funding opportunities. Works collaboratively to assist with the grant process including seeking the funding opportunity, applying, compliance with the award decisions, and successfully implementing the award.
  • Assures that urban care related programs are meeting target goals of development and implementation. Accomplishes human resource program objectives by orienting, training, assigning, scheduling, coaching, communicating job expectations, planning, monitoring, appraising, and reviewing job contributions. Plans and enforces policies and procedures. Performs program and staff evaluations and provides effective input on hiring and evaluating program staff.
  • Meets financial objectives by forecasting requirements in coordination with the Vice President by scheduling expenditures, analyzing variances and initiating corrective actions.
  • Facilitates standardized patient care protocols and order sets based on best practices.
  • Updates job knowledge by participating in educational opportunities by reading professional publications; maintaining personal networks; participating in professional organizations.
  • Facilitates the development of outreach plans and education/informational pieces to promote the products in the service line.
  • Formulates budget proposals, monitors expenses, advises and recommends changes for service related budgets, including capital and operating budgets, grant budgets, and training budgets. Develops and implements cost reduction strategies.
  • Assists the Executive Director and Vice President with contract negotiations, and overall system-wide success of the service line group. Accountable for service line growth initiatives, improving market awareness, patient satisfaction, and efficiency of care.
  • Develops new processes and business policy and procedures for a hospital performance initiative, Quality Improvement Program-New Jersey (QIP-NJ). Support continued population health improvement throughout CH while meeting program standards set by the Department of Health (DOH) in conjunction with the Department of Human Services as a Medicaid pay-for-performance initiative. Manages administrative functions
  • Improves performance through cooperative development of appropriate outcomes-based PI monitors, consistently measured, reassessed and reported no less frequently than annually through the appropriate Capital Health mechanism. Engages with staff in active ongoing participation in performance improvement activities.
  • Functions as patient liaison, performs clinical rounds on all inpatients, and acts as the hospital contact for all outpatients with Alcohol and Substance Abuse Disease.
  • Performs chart reviews to obtain baseline data and utilizes this methodology to report on the CADC Consults. Coordinates patient care between ambulatory and inpatient settings. Helps arrange appointments for consultations and intervention services. Follows up with recovering patients with AOD/SUD.
  • Participates in internal and external projects, committees, and other activities as required. Promotes the AOD/SUD screening and referral program to other clinicians and the community through educational awareness and community events. Networks with community providers that provide support to AOD/SUD patients.
  • Coordinates multidisciplinary case conferences. Establishes individual meetings between the patient and the Certified Alcohol and Drug Abuse Counselor (CADC) and if appropriate, navigation to a post-acute provider of care. Follows up on all issues discussed at the conference. Acts as an educational resource to staff on all issues related to AOD/SUD. Keeps up-to-date on new technologies, tests, procedures, protocols as related to best practices and other aspects of AOD/SUD care.
