The Manager Infrastructure Procurement Delivery (Complex) is a key people leadership role focused on delivering NZTA’s highest-value and most complex infrastructure procurements. Working across major and mega projects of ~$500m plus, you’ll lead a capable team delivering high-quality procurement advice and services that support strong commercial outcomes.

Reporting to the Infrastructure Procurement Director, you’ll work with project directors, commercial leads, agencies, suppliers and industry partners to turn agreed procurement strategies into clear project-level delivery plans. Your focus will be on sound risk allocation, value for money and delivery confidence across nationally significant transport investments.

This is an opportunity to strengthen procurement delivery, commercial discipline and value for money across New Zealand’s transport infrastructure programme.

We’re looking for a senior procurement leader who brings:

  • Proven senior leadership experience in infrastructure procurement, with deep understanding of the infrastructure planning, procurement and delivery lifecycle.

  • Substantial experience leading procurement teams in commercially complex settings, including capability development and sustainable progression pathways.

  • Strong commercial and strategic acumen, with the ability to navigate complex commercial opportunities, risks, negotiations and trade-offs.

  • Comprehensive understanding of government procurement, assurance, contract administration, financial processes and budget management.

  • Excellent stakeholder engagement and influencing skills with senior leaders, external agencies, suppliers and Treaty partners.

  • Experience in procurement delivery management and business improvement leadership, preferably in a large commercial or asset-intensive industry.

You'll demonstrate a willingness to understand and engage with Te Ao Māori, support NZTA's commitment to Te Tiriti o Waitangi, and contribute to an inclusive workplace where diverse perspectives strengthen decision-making.
