The Meeting Targets and Maintaining Epidemic Control (EpiC) project is an eight-year (2019–2027) global health project initially funded by the U.S. Department of State (DoS) as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). EpiC operates in approximately 50 countries, addressing key public health challenges such as HIV/AIDS, pandemic preparedness, and global health security.

In Ukraine, the project receives Global Health Security (GHS) funding to strengthen global, regional, and local public health systems, building on broad experience and existing capabilities that align with national GHS priorities, and US Government goals. EpiC will support the national and regional public health institutions, health care facilities, the State Service of Ukraine on Food Safety and Consumer Protection’s research institutes and regional departments, academic institutions, as well as civil society organizations. to strengthen GHS capacities in infection prevention and control (IPC), antimicrobial resistance (AMR), health emergency management (HEM), with a particular focus on the prevention, detection and response to infectious disease outbreaks of epidemic significance. All activities will be aligned with national regulations, guidelines and standards, as well as relevant international frameworks.

FHI 360 is seeking qualified candidates for a Manager, Information Solutions and Services to be based in Kyiv, Ukraine. This position is open to Ukrainian nationals who are residing in Ukraine or are willing to relocate to Ukraine. Professional proficiency in written and spoken Ukrainian and English is required.

The Manager, Information Solutions and Services is responsible for planning, coordinating, and overseeing the implementation, deployment, and ongoing administration of digital information solutions that support public health surveillance and emergency preparedness activities under the EpiC Ukraine project.

Based at the Public Health Center (PHC) in Kyiv, the position provides project management and technical coordination for the development, implementation, maintenance, and continuous improvement of the PHC website and the Strategic Information System (SIS).

Reporting to the Technical Advisor, Surveillance, the Manager serves as the primary liaison between PHC, FHI 360, EpiC technical teams, headquarters staff, implementation partners, consultants, and external service providers. The position ensures effective coordination across stakeholders throughout the project lifecycle, from planning and requirements validation through development, testing, deployment, user acceptance, and operational transition.

The Manager oversees vendor performance and monitors project implementation to ensure deliverables are completed on schedule, within approved scope, budget, and quality standards, and in accordance with contractual requirements and approved technical specifications. The position coordinates project workplans, monitors implementation progress, identifies and mitigates risks, facilitates resolution of technical and operational issues, and supports effective decision-making across multidisciplinary teams.

The Manager also oversees quality assurance and user acceptance activities, coordinates launch readiness and supports operational handover to ensure digital solutions are fully functional, secure, and sustainable. Following implementation, the position provides oversight of ongoing system administration, including hosting coordination, configuration management, security updates, backup and recovery procedures, routine maintenance, vendor support, and coordination of system enhancements to ensure the continued availability, performance, and security of digital platforms.

Working collaboratively across technical, programmatic, operational, and government counterparts, the Manager promotes effective communication, stakeholder engagement, and cross-functional collaboration to support successful implementation of digital health initiatives that strengthen public health emergency preparedness and response in Ukraine.

Key Responsibilities

• Lead and coordinate implementation of digital information solutions, including the PHC website and Strategic Information System (SIS), ensuring alignment with project objectives, timelines, approved scope, and quality standards.
• Serve as the primary point of contact between PHC, FHI 360, vendors, consultants, headquarters technical teams, and other key stakeholders throughout project implementation.
• Coordinate project planning activities, implementation schedules, workplans, resource requirements, and project documentation.
• Review and validate technical documentation, including Statements of Work, Terms of Reference, functional requirements, technical specifications, implementation plans, and acceptance criteria.
• Monitor project progress, deliverables, milestones, budgets, and implementation risks, escalating issues and recommending corrective actions as appropriate.
• Oversee vendor performance and monitor compliance with contractual obligations, technical requirements, service levels, and project deliverables.
• Coordinate functional reviews, requirements clarification, design discussions, and stakeholder consultations throughout the software development lifecycle.
• Lead quality assurance activities, system testing, and user acceptance testing (UAT), ensuring timely resolution of defects and successful completion of acceptance criteria.
• Coordinate deployment readiness, including final approvals, content readiness, user access, training, operational transition, and post-launch support.
• Oversee ongoing administration of digital platforms, including hosting coordination, system configuration, maintenance planning, backup and recovery processes, security updates, performance monitoring, and issue resolution.
• Coordinate implementation of system enhancements, maintenance releases, and change requests in collaboration with vendors and stakeholders.
• Support internal users by coordinating technical assistance, system administration activities, and user guidance related to digital information systems.
• Facilitate collaboration among technical, programmatic, operational, procurement, and finance teams to ensure timely implementation and efficient utilization of project resources.
• Prepare project updates, implementation reports, risk assessments, and other documentation required by project leadership and donors.
• Perform other duties as assigned.

Minimum Requirements

• Bachelor’s degree in information technology, Computer Science, Information Systems, Project Management, or a related field.
• Minimum five (5) years of progressively responsible experience managing or coordinating information technology projects, digital solutions, or enterprise information systems.
• At least two (2) years of experience leading multidisciplinary teams, coordinating vendors or consultants, and managing stakeholder relationships.
• Demonstrated experience overseeing website development, enterprise information systems, or digital platform implementation projects.
• Strong understanding of the Software Development Life Cycle (SDLC), project management methodologies, quality assurance, and user acceptance testing.
• Experience managing external vendors and monitoring contractual deliverables.
• Knowledge of systems administration concepts, hosting environments, cybersecurity best practices, backup and disaster recovery processes, and routine system maintenance.
• Experience reviewing business, functional, and technical requirements and coordinating implementation with technical teams.
• Excellent organizational, analytical, communication, and stakeholder engagement skills.
• Ability to manage multiple priorities, resolve implementation challenges, and work effectively within multidisciplinary and multicultural teams.
• Professional proficiency in written and spoken English and fluency in Ukrainian.
• Preferred Qualifications
• Experience supporting digital health, public health surveillance, health information systems, or emergency preparedness programs.
• Experience working on U.S. Government-funded or other international donor-funded projects.
• Familiarity with Agile, Scrum, or other iterative software development methodologies.
• Knowledge of website content management systems, open-source technologies, and cloud or hosting environments.
• Familiarity with SEO principles and web analytics tools, including Google Analytics and Google Search Console.
• Project management certification (e.g., PMP, PRINCE2, Agile, Scrum) is an advantage.

The expected hiring salary range for this role is UAH 1,066,667 - 1,500,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
