The Meeting Targets and Maintaining Epidemic Control (EpiC) project is an eight-year (2019–2027) global health project initially funded by the U.S. Department of State (DoS) as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). EpiC operates in approximately 50 countries, addressing key public health challenges such as HIV/AIDS, pandemic preparedness, and global health security.
In Ukraine, the project receives Global Health Security (GHS) funding to strengthen global, regional, and local public health systems, building on broad experience and existing capabilities that align with national GHS priorities, and US Government goals. EpiC will support the national and regional public health institutions, health care facilities, the State Service of Ukraine on Food Safety and Consumer Protection’s research institutes and regional departments, academic institutions, as well as civil society organizations. to strengthen GHS capacities in infection prevention and control (IPC), antimicrobial resistance (AMR), health emergency management (HEM), with a particular focus on the prevention, detection and response to infectious disease outbreaks of epidemic significance. All activities will be aligned with national regulations, guidelines and standards, as well as relevant international frameworks.
FHI 360 is seeking qualified candidates for a Manager, Information Solutions and Services to be based in Kyiv, Ukraine. This position is open to Ukrainian nationals who are residing in Ukraine or are willing to relocate to Ukraine. Professional proficiency in written and spoken Ukrainian and English is required.
The Manager, Information Solutions and Services is responsible for planning, coordinating, and overseeing the implementation, deployment, and ongoing administration of digital information solutions that support public health surveillance and emergency preparedness activities under the EpiC Ukraine project.
Based at the Public Health Center (PHC) in Kyiv, the position provides project management and technical coordination for the development, implementation, maintenance, and continuous improvement of the PHC website and the Strategic Information System (SIS).
Reporting to the Technical Advisor, Surveillance, the Manager serves as the primary liaison between PHC, FHI 360, EpiC technical teams, headquarters staff, implementation partners, consultants, and external service providers. The position ensures effective coordination across stakeholders throughout the project lifecycle, from planning and requirements validation through development, testing, deployment, user acceptance, and operational transition.
The Manager oversees vendor performance and monitors project implementation to ensure deliverables are completed on schedule, within approved scope, budget, and quality standards, and in accordance with contractual requirements and approved technical specifications. The position coordinates project workplans, monitors implementation progress, identifies and mitigates risks, facilitates resolution of technical and operational issues, and supports effective decision-making across multidisciplinary teams.
The Manager also oversees quality assurance and user acceptance activities, coordinates launch readiness and supports operational handover to ensure digital solutions are fully functional, secure, and sustainable. Following implementation, the position provides oversight of ongoing system administration, including hosting coordination, configuration management, security updates, backup and recovery procedures, routine maintenance, vendor support, and coordination of system enhancements to ensure the continued availability, performance, and security of digital platforms.
Working collaboratively across technical, programmatic, operational, and government counterparts, the Manager promotes effective communication, stakeholder engagement, and cross-functional collaboration to support successful implementation of digital health initiatives that strengthen public health emergency preparedness and response in Ukraine.

The expected hiring salary range for this role is UAH 1,066,667 - 1,500,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
