Northrop Grumman Mission Systems is seeking an Industrial Security Manager 2 to join our excellent, diverse team of security professionals. This position reports to the Rancho Carmel Site Security Manager. This is an on-site position at the Rancho Carmel campus, located in San Diego, CA. This is an opportunity for an experienced security leader to apply proven leadership and management skills in a dynamic and challenging special access programs environment. The successful candidate will be responsible for leadership and management of a diverse team of security professionals.
Duties include, but are not limited to:
• Lead a team of security professionals to ensure consistent application of the leadership characteristics that are expected of all employees within the organization in a high intensity, fast paced environment.
• Develops and administers security programs and procedures for classified or proprietary materials, documents, and equipment.
• Studies and implements federal security regulations that apply to company operations.
• Obtains rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies.
• Prepares manuals outlining regulations, and establishes procedures for handling, storing, and keeping records, and for granting personnel and visitors access to restricted records and materials.
• Develops and implements security education program.
• Oversees internal security audits.
• Investigates security violations and prepares reports specifying preventive action to be taken.
• Provides direction to security team members to assist with the execution of their statement of work.
• Assist with team members' professional development and growth.
• Ensuring employee engagement across the team, Collaboration across teams within the Security organization.
• Providing leadership, guidance, and professional development/mentoring to professionals at all levels.
• Developing and implementing security policy and standards across the program enterprise.
• Ensuring all program performance objectives as well as key milestones and deliverables are met.
• Managing a security budget within an established target.
• Manage program security compliance and operations across multiple functions, Physical Security, COMSEC, Investigations and Document Control Management.
• Proposal generation: Generating quick turn requests for proposal (RFP), requests for information (FRI) and solicitation contracts.
• Metrics and Reporting: Provide regular updates and metrics to leadership, highlighting accomplishments and trends from the Sector Security team.
• Communication Forums: Plan and oversee regular communication forums to keep the Sector Security team informed and engaged on key issues, accomplishments, and upcoming initiatives.
This role requires strong leadership, effective communication, and a commitment to maintaining the highest standards of security and compliance across all sector operations. Strategic oversight and collaboration with enterprise and sector leadership are essential to ensure a unified and effective security posture for the organization.
Basic Qualifications:
Current Active TS/SCI security clearance current within the last 6 years, or acceptance into the continuous evaluation program as a result of a deferred re-investigation.
US Citizenship.
8+ Years of experience Managing Industrial Security teams with Bachelors, or 6+ Years of experience Managing Industrial Security teams with MS Degree; an additional 4 years of applicable work experience may be substituted for a Bachelor’s degree.
Must have an in-depth knowledge and familiarity with the DoD Manuals 5205.07 Volume 1-4, and other related security requirements.
Strong interpersonal and leadership skills with the ability to interact with internal/external customers.
Expertise managing Industrial Security.
Excellent oral and written communication skills.
Preferred Qualifications:
Experience with Special Access Programs serving as CPSO
Previous leadership and/or management experience.
Active TOP SECRET//SCI
Ability to work in a team environment with minimal oversight
Experience writing basis of estimates and managing budgets
Physical Security experience
Experience with security management of SCI programs
Experience with COMSEC management
Expertise with ICD 705 construction and accreditation processes
Experience with various systems of record including CV2, CORE, JADE
Demonstrated success in leading organization change and transformation.
Ability to maintain flexibility to deal with changing priorities and deadlines.
Willing to work extended hours, in a fast paced, deadline driven environment.
Excellent communication skills speaking, writing skills and organized skills enabling effective communications.
Primary Level Salary Range: $133,100.00 - $199,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
