The department issues approximately 40,000 building permits a year and conducts thousands of inspections by local code officials. WHO WE ARE LOOKING FOR

The Department is seeking a Manager III, Grade M3 , to oversee the Central Services Unit. The individual needs to have the knowledge and experience to oversee the preparation and management of a $50 million operating budget; leadership and time management skills to direct the staff in the different functions and services; and the ability to communicate effectively and work collaboratively with senior leadership, other county departments, and external stakeholders.

Examples of duties

The incumbent in this position reports to the director and serves as a principal advisor on fiscal operations, departmental resource planning, and internal services delivery; and oversees the functions of the Central Services Unit, which includes the services and functions of budget and fiscal management, fleet management, contract management, the Fee Office, and MCtime.

  • Prepares, administers, and monitors the department’s operating budget. The role ensures the accuracy, integrity, and timeliness of all financial reports, revenue summaries, and documentations submitted to county oversight bodies.
  • Oversees the collection and reporting of more than $100 million in revenue, which include permitting fees, the county impact taxes, and fees of non-DPS county programs.
  • Conducts complex analyses, identifies fiscal and operational issues, develops recommendations, and defends the budget before county officials.
  • Oversees the unit’s services and functions - establishes policies and procedures, provides direction, delegates tasks and special assignments, ensures compliance with county policies, regulations and internal controls, and works with staff to deliver exceptional customer service.
  • Supervises a staff of six (6) – establishes performance goals and expectations, recognizes accomplishments, provides coaching and mentoring, and evaluates performance.
  • Other duties as related to the position.

Telework: This position may be eligible for limited hybrid telework, up to two days per week, after the initial training and probation period.

Ability to attend meetings and perform work assignments at locations outside the office, such as Council meetings or trainings.

Qualifications

Education: Graduation from an accredited college or university with a bachelor’s degree.

Experience: Five (5) years of progressively responsible professional experience in finance, accounting, budget analysis, or related field.

Equivalency: An equivalent combination of education and work experience may be substituted.

PHYSICAL DEMANDS: Ability to attend meetings and perform work assignments at locations outside the office.

PROBATIONARY PERIOD: Individuals appointed to a position in this class will be required to serve a probationary period of twelve (12) months, during which time performance will be carefully evaluated. Continuation in this class will be contingent upon successful completion of the probationary period.

FINANCIAL DISCLOSURE: This position is designated as one that requires filing a Financial Disclosure Statement and you will be required to disclose information about your financial affairs.

MEDICAL PROTOCOL: This position requires completion of a pre-employment Medical History Form to assess your ability to safely perform the essential duties of the role.

  • Experience in all phases of a government budget cycle.
  • Experience in procurement/contract and vendor management.
  • Experience in the processes related to the collection and reporting of fees and payments.
  • Experience overseeing the day-to-day operations of a portfolio of services or functions and their teams.
  • Experience applying the concepts of performance management – setting goals, coaching and mentoring, conducting evaluations, etc.
