Job Description

The Sr. Manager for Oracle Fusion Cloud Human Capital Management (HCM) is responsible for leading, optimizing, and governing end-to-end HR business processes and system functionality across the agency. This role serves as a bridge between Global People Resources (GPR), business stakeholders, and technical teams to ensure HCM solutions align with business objectives, compliance requirements, and operational efficiency goals. The ideal candidate possesses strong technical expertise in Oracle Fusion Cloud HCM, combined with deep knowledge of Human Resources processes, system integrations, reporting, process improvement, and change management.

Roles and Key Responsibilities

  • Own and govern end-to-end GPR business processes within Oracle Fusion Cloud HCM, including process standardization, optimization, and continuous improvement.
  • Partner with GPR leadership, IT, vendors, and cross-functional stakeholders to align system capabilities with business needs.
  • Act as the functional and technical subject matter expert (SME) for the Oracle Fusion Cloud HCM modules such as Core HR, Talent Management, Recruiting, and Absence Management.
  • Translate business requirements into functional specifications and collaborate with technical teams on system configuration, integrations, reporting, and enhancements.
  • Lead system enhancement initiatives, testing cycles, defect resolution, and production support activities.
  • Drive release management activities, including impact assessments, regression testing, and adoption of Oracle quarterly updates.
  • Analyze existing workflows and identify opportunities for automation, process simplification, and improved user experience.
  • Develop and maintain process documentation, SOPs, governance standards, and training materials.
  • Advise on and implement data governance, security roles, compliance requirements, and audit readiness.
  • Monitor system performance, data quality, and reporting accuracy while ensuring alignment with agency policies and regulatory standards.
  • Partner with integration and reporting teams on interfaces, BI Publisher, OTBI, HDL, HCM Extracts, Fast Formulas, and related tools.
  • Lead user acceptance testing (UAT), stakeholder communications, and organizational change management efforts.
  • Directly manage a team of systems professionals to ensure consistent and high-quality operations of GPR systems. Additionally, provide guidance and mentorship to GPR users, analysts, and support teams regarding system capabilities and best practices.

Knowledge Skills and Abilities

  • Strong analytical skills, with the ability to identify issues and collaborate with key stakeholders for resolution while maintaining a positive and inquisitive attitude and excellent follow-through.
  • Strong techno-functional knowledge of Oracle Fusion Cloud HCM architecture, configurations, workflows, security, and integrations.
  • Knowledge of Global HR operational processes, compliance standards, and enterprise system governance.
  • Familiarity with reporting and integration tools such as OTBI, BI Publisher, HDL, HCM Extracts, Fast Formulas, and APIs.
  • Ability to make best practice judgements to plan and accomplish goals that align with agency need.
  • Excellent interpersonal and communication skills, with the ability to communicate/translate technical concepts to business users and relay business needs to technical partners.
  • Knowledge of integrations with payroll providers, identity management, or third-party HR systems.

Required Languages: Must be fluent in written and spoken English.

Travel: Must be willing to travel up to 10%.

Basic Qualifications

  • Bachelor’s degree in Human Resources, Information Systems, Business Administration, or related field.
  • Oracle Fusion Cloud HCM certifications.
  • Minimum 7 years of experience supporting or leading Oracle Fusion Cloud HCM implementations and production support in a global environment.
  • Experience with multiple Oracle HCM modules, including Core HR, Talent Management, Recruiting, and Absence Management.
  • Experience leading cross-functional initiatives and managing competing priorities in a fast-paced environment.

Preferred Qualifications

  • Experience with agile delivery methodologies and SaaS release management.
  • Experience in process transformation or HR digital transformation initiatives.
