Job Description

The Procurement Business Systems Manager (Manager I) is responsible for driving the strategy, execution, and continuous optimization of Oracle Fusion functionality and broader supply chain data systems for the Procurement Organization. In this role, you will lead a high-performing team tasked with delivering robust data analytics, reporting solutions, automated workflows, and system enhancements. You will collaborate across Management & Operating (M&O) partners, NNSA, and the broader enterprise to ensure systems directly support strategic mission requirements.

Key Responsibilities

Technical & Systems Optimization

  • Provide technical and functional leadership for the administration, maintenance, analysis, and enhancement of the Oracle Fusion Purchasing System and related supply chain applications.
  • Conduct root-cause analysis on purchasing systems and reporting frameworks to identify system failures, data gaps, and operational bottlenecks.
  • Architect and implement digital reporting, workflow, and metrics solutions, including executive data dashboards, automated reporting tools, and process automation.
  • Evaluate emerging technologies and software solutions to provide actionable recommendations that expand data-driven decision-making across the enterprise.

Strategic & Operational Leadership

  • Drive proactive system and process integrations across the organization to align with dynamic operational requirements.
  • Collaborate effectively across divisions, MSTS leadership, The Nevada Enterprise, and NNSA stakeholders.
  • Manage financial and operational objectives by forecasting resource needs, preparing annual budgets, monitoring expenditures, analyzing variances, and taking corrective actions.
  • Enforce quality and customer service standards, analyzing metrics to identify trends and drive continuous improvement.

People & Organizational Development

  • Manage workforce planning and staffing levels to ensure sufficient capacity for current and projected mission demands.
  • Establish clear roles, responsibilities, performance accountabilities, and delegation of authority for team members.
  • Mentor and coach staff to support professional growth, technical excellence, and successful execution of duties.
  • Champion a strong safety, compliance, and continuous improvement culture where employees feel empowered to voice ideas, raise concerns, and resolve issues.
  • Foster organizational learning concepts and lead change management efforts across hybrid work environments.

Due to the nature of our work, US Citizenship is required for all positions.

  • Bachelor's degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.
  • Demonstrated expert-level knowledge of Oracle Procurement (Fusion) or related enterprise Supply Chain data systems.
  • Proven track record of leading complex systems projects, software implementations, and technical process improvement initiatives from inception to successful completion.
  • Strong oral and written communication skills with a proven ability to bridge communications between technical teams, end users, and executive leadership.
  • Preferred / Desired Qualifications:
  • Bachelor’s degree in Business, Information Technology, Supply Chain Management, or a related field, plus a minimum of 11 years of progressively responsible, related experience (or an equivalent combination of education, training, and experience).
  • Significant experience managing complex supply chain operations with diverse product portfolios and internal/external customer bases.
  • Advanced expertise in enterprise data visualization, analytics platforms, and business intelligence reporting.
  • Proven ability to lead organizational change management and build consensus among cross-functional teams.
  • Demonstrated success leading and mentoring diverse technical teams in a hybrid work environment.
  • Knowledge of Oracle Fusion (Supply Chain, Finance, Projects).
  • Knowledge with MS Azure.
  • Knowledge of AI.
  • The primary work location will be at the Losee Road facility in North Las Vegas, Nevada. Work at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada) is required in support of these functions.(candidates must be willing to relocate if not local, relocation package available).
  • Work schedule for this position will be 4/10's Monday through Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license.

Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, ‘Identity, Credential, and Access Management,’ and Supplemental Directive NNSA SD 206.2, ‘Implementation of Personal Identity Verification for Uncleared Contractors.’

Annual salary range for this position is: $126,984.00 - $203,174.40.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
