Reporting to the Director, HCM Systems & People Analytics, the Manager, HR Systems provides strategic and operational leadership for Scarborough Health Network’s Human Capital Management (HCM) systems, including Workday, UKG, Parklane, Vocantas, and other workforce technologies. The role is accountable for overseeing the administration, configuration, optimization, implementation, and continuous enhancement of HR systems that support the full employee lifecycle, including workforce management, talent acquisition and scheduling.

The Manager leads a team of HR Systems and Workforce Analytics professionals and works in close partnership with Human Resources, Payroll, Finance, Information Technology, operational leaders, and external vendors to advance SHN’s People Strategy and organizational priorities. This position is responsible for ensuring the effective and efficient use of financial, human, and material resources, while driving operational excellence through strong data governance, process optimization, system adoption, and actionable workforce insights.

SHN is seeking a highly technical, business-minded leader with deep expertise in HR systems implementation, configuration, and optimization. The ideal candidate brings a blended background—either as a technical HRIS expert with strong business acumen in HR, or as an HR leader with advanced expertise in HR technology, combined with a proven ability to lead teams, deliver complex initiatives, and drive value through technology.

Responsibilities

  • Provides leadership oversight of HR technologies, including HCM, scheduling, workforce management, and workforce analytics systems, supporting an integrated HR technology roadmap.
  • Leads, manages, motivates, and develops a team of HR Systems and/or Workforce Analytics professionals, fostering effective teamwork, service excellence, accountability, and continuous improvement.
  • Provides operational leadership for HR system implementation, configuration, optimization, stabilization, and enhancement initiatives, ensuring alignment with organizational priorities and leading practices.
  • Oversees HR system configuration, business process design, testing, deployment, upgrades, releases, and ongoing maintenance across platforms, including Workday, UKG, and related workforce technologies.
  • Leads system implementation and optimization activities, including requirements gathering, workflow design, configuration, testing, issue resolution, change management, and end-user training and adoption.
  • Partners with HR, Payroll, Finance, Information Technology, and operational stakeholders to enhance business processes, strengthen data governance, improve reporting capabilities, and drive operational efficiency.
  • Ensures system configurations, workflows, and business processes comply with legislative requirements, collective agreements, organizational policies, and arbitration outcomes, where applicable.
  • Oversees workforce analytics and reporting, defining key metrics and delivering dashboards, reports, and insights to support workforce planning and data-driven decision-making.
  • Develops communication materials, including briefing notes, dashboards, presentations, and executive reports for leaders across all levels of the organization, including senior leadership.
  • Manages vendor relationships and collaborates with internal and external partners to support system implementations, upgrades, integrations, and issue resolution.
  • Establishes and maintains data quality, governance, audit, and security practices to ensure the integrity, consistency, and confidentiality of workforce data.
  • Identifies opportunities for process redesign, automation, systems integration, and operational improvement to enhance the employee and manager experience.
  • Monitors emerging HR technology trends, best practices, and benchmarking opportunities, providing recommendations to drive continuous improvement and modernization.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, Information Systems, Health Administration, or a related field
  • Graduate degree, CHRL designation, or relevant professional certification considered an asset
  • Workday and/or UKG certification(s) strongly preferred
  • Minimum 3 years of progressive experience in HR systems, HRIS, or HR technology, including administration, implementation, and configuration within enterprise HCM environments
  • Hands-on experience with Workday and/or UKG implementation, configuration, optimization, or support required
  • Experience supporting or leading enterprise system implementations, upgrades, releases, integrations, testing, and business process redesign
  • Strong understanding of core HR processes, including recruitment, onboarding, workforce management, scheduling, compensation, benefits, payroll interfaces, organizational structures, and employee lifecycle transactions
  • Experience in HR operations, workforce analytics, and/or HR technology within a unionized environment; healthcare or hospital experience considered an asset
  • Knowledge of collective agreements and their application within a hospital setting preferred
  • Strong analytical and problem-solving skills, with the ability to translate business requirements into effective technical solutions
  • Excellent communication and presentation skills, with the ability to convey complex technical and operational concepts to diverse audiences
  • Strong business acumen with a collaborative, service-oriented approach and the ability to build effective relationships across all levels of the organization
  • Advanced proficiency in Microsoft Office applications (Outlook, Word, Excel, PowerPoint)
  • Demonstrated commitment to customer service, organizational values, and fostering a safe, respectful, and positive workplace environment
  • Understanding of and adherence to organizational health, safety, and compliance standards
  • Proven record of strong performance and reliability, including satisfactory attendance
