The Health Innovation Pathway (HIP) brings promising innovations into the health system – improving patient outcomes, driving economic growth and helping Ontario’s health system reach its full potential. It is designed to accelerate the adoption of new technologies that can improve patient care. The pathway connects the dots for end-to-end innovation adoption in Ontario, creating a single window to introduce new solutions and giving health service providers the tools they need to improve care.
The Manager, Health Innovation supports the strategic and operational delivery of the Health Innovation Pathway. This role works closely with the Director, Health Innovation and Technology Assessment providing strategic leadership to the design and operations of HIP. The Manager will be responsible for program level activities for the Health Innovation Pathway, will be overseeing implementation and adoption planning and activities and managing multiple complex projects, each requiring collaboration with a large number of stakeholders. The Manager is also responsible for managing the Health Technology Accelerator Fund and associated projects and partners, and works closely with internal teams, the Ministry of Health, and external partners to ensure effective execution of innovation initiatives aligned with Ontario Health’s priorities.
Here is what you will be doing:
Program Delivery & Operations
Provide guidance and leadership to the implementation of the strategic priorities of HIP as well as to the design and operational activities
Manage program level activities for HIP such as corporate reporting and planning, preparation and submission of Treasury Board reports, and management of HIP related procurements and agreements
Support implementation planning and adoption activities for new technologies and innovations within the health care delivery system
Lead the work and oversee the defining of key performance indicators at a program and project level as well as creating appropriate reporting frameworks and mechanisms
Oversee project management activities for applications as they move through the pathway as well as for implementation projects and HTAF
Monitor program performance, identify risks, and recommend operational improvements
Develop and maintain program documentation, including process maps, SOPs, and reporting tools
Work in partnership with other leaders and teams across Ontario Health and the Ministry of Health to enable the adoption of new technologies in the health care system
Consult with Ontario Health (OH) programs to ensure commitments are met, synergies are built, and risks are managed
Stakeholder Engagement
Collaborate closely with OH programs, regions, Ministry of Health (MOH), external partners and other system partners including the Ministry of Economic Development, Job Creation and Trade, the Ministry of Public and Business Service Delivery and Procurement, and Supply Ontario
Facilitate stakeholder consultations and engagement activities to inform evidence-based decision-making
Support relationship management with vendors, service providers, and strategic partners
Communicate and engage with senior system stakeholders and partners to ensure the successful routing of innovations through the pathway and their adoption
Work across Ontario Health programs and portfolios, Ministries, agencies and other stakeholders in a collaborative and consultative manner
Team Leadership
Supervise a team of professionals (e.g., implementation leads, project managers, …), providing coaching, performance management, and professional development
Foster a collaborative and inclusive team culture focused on continuous improvement and innovation
Cultivate, manage, and develop a high performing team, including working with HR to address ongoing programs to improve effectiveness, culture, and efficiency
Administrative & Reporting
Prepare reports, dashboards, and presentations to support decision-making and performance tracking
Contribute to budget planning and resource allocation for assigned programs
Ensure compliance with internal policies, procedures, and governance frameworks
Oversee an annual work plan and determine the human and financial resources necessary to implement new technologies and innovations across the province
Identify operational and improvement opportunities by monitoring and measuring team’s performance
Provide full scope of leadership responsibilities to a team of function-specific resources including recruitment, setting/measuring performance outcomes, career development/counselling, approval of leadership and training opportunities
Here is what you will need to be successful:
Education and Experience
Master’s degree in a clinical health discipline, health policy, health sciences, health informatics, health administration or a related field of study
Minimum of 7 years related work experience in health system strategy, policy development and implementation, bridging evidence and practice, and/or knowledge translation
Minimum of 3 years of experience leading, developing, and supporting teams through projects, programs and/or direct people leadership
Thorough knowledge of Ontario’s Health System and experience working with a wide range of clinical and administrative stakeholders
Experience that crosses multiple sectors of the health field is an asset
Demonstrated experience in implementing change initiatives and programs that improve outcomes and/or experience and/or enhance sustainability
Experience engaging with and dealing with stakeholders coming from a variety of perspectives
Demonstrated ability to collaborate with diverse stakeholders, including senior leadership, clinicians, scientists, staff, and external partners in a multi-disciplinary environment
Senior level knowledge of key management practices for leadership – people, process, technology
Proven experience in leading meaningful change within area of expertise
Leadership experience in equity, diversity, inclusion, and anti-racism is an asset
Knowledge and Skills
Solid problem-solving techniques and facilitation skill
Ability to apply business acumen balanced with a focus on clinical outcomes and patient experience within a complex and changing health system
Strong judgement with a results-orientation focus, strategic thinking and reasoning skills involving complex issues and limited precedent
Highly organized, with strong priority-setting and workload-management skills to coordinate multiple, concurrent issues and projects, and provide direction to staff.
Broad understanding of health system priorities, emerging trends and other internal and external emerging issues and their potential impacts on goals, priorities, and activities within the function and across the organization
Excellent written and verbal communication skills
