Your role at Baxter
The Manager, Health Economics & Outcomes Research (HEOR) is the primary health economics lead for Baxter’s Advanced Surgery portfolio. This role is responsible for defining the evidence strategy and leading the development of clinical and economic value evidence that supports scientific exchange and healthcare decision-making.
This individual partners closely with Medical Affairs and Real-World Data Analytics to translate real-world data into compelling, scientifically rigorous value narratives. The HEOR Manager ensures that hospital utilization insights are transformed into robust economic models and evidence supporting value-based care, hospital contracting, and healthcare system efficiency.
What you'll be doing:
Value Strategy & Economic Modeling
Design and maintain economic models, including budget impact analyses (BIA) and cost-effectiveness analyses (CEA), across the surgical portfolio (e.g., Floseal, Tisseel, Coseal)
Develop frameworks to translate hospital utilization data into total cost of care, efficiency, and product optimization insights
Provide the scientific foundation to support value-based agreements and hospital contracting through economic evidence generation
Evidence Strategy & RWE Study Leadership
Define the evidence generation strategy and identify key clinical and economic evidence gaps in the U.S. surgical market
Lead the design of retrospective real-world evidence (RWE) studies and guide analytic execution in partnership with RWD analysts
Conduct literature reviews and meta-analyses to benchmark product performance against competitive technologies
Scientific Exchange & Publications
Lead development of peer-reviewed manuscripts, abstracts, and conference submissions (e.g., ISPOR, AORN, surgical congresses)
Develop and maintain compliant scientific exchange tools (“Safe Harbor” materials) for Medical Science Liaisons and field teams
Lead Medical/Legal/Regulatory (MLR) review processes to ensure all materials meet compliance requirements
Cross-Functional Partnership
Partner with Medical Affairs leadership, RWD analysts, and cross-functional teams to align evidence generation with strategic priorities
Support non-promotional engagement with payers, hospital administrators, and health systems
Influence stakeholders across Medical and Commercial organizations while maintaining scientific independence
What you'll bring:
Bachelors in Health Economics, Outcomes Research, Epidemiology, or related field
5+ years of HEOR experience in MedTech, Pharma, or consulting, preferably with hospital-based products
Proven experience developing economic models (BIA, CEA)
Demonstrated experience in scientific publication development and evidence communication
Strong ability to interpret outputs from real-world data analyses (e.g., SQL, R, Python-supported workflows)
Up to 30% travel
Preferred Qualifications
Experience with surgical or hospital-based product portfolios
Familiarity with U.S. healthcare economics, hospital cost accounting, and payer reimbursement (CMS, private payers)
Experience supporting value-based care initiatives or hospital contracting strategies
Prior experience working in or alongside Medical Affairs organizations

We understand compensation is an important factor as you consider the next step in your career. At Baxter, we are committed to equitable pay for all employees, and we strive to be more transparent with our pay practices. The estimated base salary for this position is $136,000.00 to $187,000.00 annually. The estimated range is meant to reflect an anticipated salary range for the position. We may pay more or less than of the anticipated range based upon market data and other factors, all of which are subject to change. Individual pay is based on upon location.
