Job Description

The Manager, Government Services Workforce Readiness and Governance leads workforce readiness, compliance coordination, governance, and operational support activities across Government Services. This role serves as the primary liaison between Government Services leadership and enterprise functions, including Compliance, Learning and Development, People and Culture, Independence, Information Technology, and Operations. The position monitors workforce readiness, coordinates compliance-related activities, supports operational readiness initiatives, and facilitates resolution of cross-functional issues. This role provides reporting, guidance, and coordinated support related to workforce capability, professional education requirements, compliance obligations, and business operations.

Job Duties:

  • Develops and maintains workforce readiness processes, governance practices, metrics, dashboards, and reporting across Government Services
  • Monitors workforce readiness, compliance, training, certification, and professional education requirements and identifies capability, credentialing, and operational risks
  • Analyzes workforce readiness and compliance data, evaluates trends, and provides recommendations to leadership
  • Supports workforce planning by identifying capability gaps, readiness needs, and development priorities
  • Supports readiness activities related to program launches, workforce onboarding, technology implementations, organizational changes, and strategic initiatives
  • Coordinates continuing professional education compliance, audit readiness, and documentation activities
  • Coordinates resolution of issues involving compliance requirements, reporting discrepancies, waiver requests, exceptions, learning systems, access, and related operational concerns
  • Serves as a liaison between Government Services and enterprise support functions in support of the tasks described above, including Compliance, Learning and Development, Information Technology, Independence, Operations, and People and Culture
  • Facilitates cross-functional communication and translates enterprise requirements into practical guidance for leaders and employees
  • Supports supervisor, team lead, and leadership readiness initiatives in partnership with Learning and Development and People and Culture
  • Promotes awareness and use of professional development and learning resources across Government Services
  • Supports technology adoption, process improvement, artificial intelligence readiness, workforce capability initiatives, and client-facing workforce development engagements as assigned
  • Participates in special projects, strategic initiatives, and operational improvement efforts
  • Other duties as required

Supervisory Responsibilities:

  • May supervise workforce readiness coordinators, specialists, administrative staff, interns, and other support personnel
  • May oversee contractors, consultants, vendors, and external service providers
  • Supports coaching, guidance, work allocation, and employee development activities as assigned

Qualifications, Knowledge, Skills and Abilities:

Education:

  • Bachelor’s degree, required
  • Master’s degree in Human Resources, Organizational Development, Business Administration, Public Administration, or Education, preferred


Experience:

  • Five (5) or more years of experience in workforce readiness, compliance operations, program management, operations, learning administration, organizational effectiveness, or human resources, required
  • Experience supporting regulated organizations, government-funded programs, professional services organizations, or compliance-driven environments, preferred
  • Experience coordinating cross-functional initiatives and driving issue resolution across multiple stakeholder groups, preferred
  • Experience developing reporting, metrics, dashboards, and workforce analytics, preferred
  • Experience supporting organizational change, readiness initiatives, technology adoption, or operational transformation efforts, preferred


Certifications:

  • Project Management Professional (PMP), preferred
  • SHRM-CP, SHRM-SCP, PHR, or SPHR, , preferred
  • Governance, compliance, operations, organizational effectiveness, or workforce development certification, preferred


Licensure:

  • N/A


Software:

  • Proficiency in Microsoft Office applications, required
  • Experience with learning management systems, workforce systems, reporting platforms, or compliance tracking tools, preferred
  • Experience with reporting tools, dashboard development, and workforce analytics, preferred


Language:

  • Ability to navigate ambiguity, facilitate consensus, and resolve complex cross-functional issues

Individual salaries that are offered to a candidate are determined after consideration of numerous factors including but not limited to the candidate’s qualifications, experience, skills, and geography.

Washington Range: $85,000 - $130,000
