Job Description

Minimum qualifications:

  • Bachelor's degree or equivalent practical experience.
  • 10 years of experience working on technology policy issues within government, think tanks, public interest groups, law, or relevant industry associations.
  • 10 years of experience working in public affairs, political communications, or political campaigns, or within government.

Preferred qualifications:

  • Experience in global policy advocacy or campaigns specifically focused on creator legitimacy, prominence, media/multimedia, and copyright (including the No Fakes Act).
  • Experience working with a variety of stakeholders, including regional teams and external allies, to execute strategies and deliver proactive policy solutions.
  • Ability to manage complex policy portfolios and translate high-level strategy into tangible execution.
  • Strong communication skills with the ability to identify insights and communicate technology policy issues effectively to Key Opinion Formers (KOFs).

About the job

As a Manager for Global Policy Advocacy - Business at YouTube, you will be a leader in the Government Affairs and Public Policy (GAPP) organization. You will be responsible for driving a global, proactive issue advocacy and management agenda designed to shape public debate, drive YouTube and creator thought leadership, and condition the policy environment.

In this role, you will act as a "Campaign Architect" for YouTube’s most critical policy issues, owning end-to-end management of your portfolio. Your mission is to translate complex policy goals into actionable global reputational and policy campaigns that bridge the gap between high-level strategy and on-the-ground execution. You will coordinate closely with regional teams, product partners, and external allies to land proactive policy outcomes in YouTube’s favor, specifically focusing on creator legitimacy, prominence, media/multimedia, and copyright (including the No Fakes Act).

The GAPP team leads the company’s engagement with executive branch officials, legislators, regulators, and third-parties in the formation of public policy.We help inform and educate users, advertisers, partners, opinion leaders--and our own employees--about the benefits of Google's products, our distinctive company culture/values and our approach to the big public policy issues of the day. You are quick-witted, entrepreneurial and intellectually curious. To succeed in this role, you are willing to try new things and can manage numerous projects with tight deadlines. Things happen quickly at Google, and to do great work, you need to be an enthusiastic team player who can work cross-functionally with partners across PR, Communications, Marketing, Product, and beyond.Individual pay is determined by factors including job-related skills, experience, and relevant education or training.

US: $181000 - $247000 (USD) + 20% bonus target + equity + benefits

Responsibilities

  • Design and manage end-to-end advocacy campaigns, establishing Objectives and Key Results (OKRs), allocating budgets, and partnering with regional leads to translate global strategy into local market execution.
  • Craft compelling policy narratives on key industry issues and convert them into executive briefings, op-eds, and talking points to persuade policymakers and Key Opinion Formers.
  • Collaborate with Product and Business teams to condition regulatory environments for upcoming launches and leverage product milestones to advance policy goals.
  • Commission external research and collaborate with internal data teams to build rigorous, evidence-based proof points that substantiate public policy positions.
  • Mobilize YouTube creators and third-party allies into advocacy coalitions while defining qualitative/quantitative metrics to measure and report campaign Return on Investment (ROI).
