Role Purpose:
The Manager / Sr Manager – DoA, Policy & Controls is responsible for establishing, governing, and sustaining authority, policy, and control frameworks across the Marine Services vertical.
The role owns the Delegation of Authority (DoA) matrix and value bands, governs exceptions, builds and maintains Finance and Operational policies, and ensures a strong risk and control environment.
This role acts as the central governance authority, enabling audit readiness, regulatory compliance, and risk mitigation across Front Office and GSC operations spanning ISC and EU.

Reporting to: Sr Manager / AGM – Process Transformation
Key Role Responsibilities:
Delegation of Authority (DoA) Ownership
Own and maintain the Marine Services DoA matrix, including approval hierarchies and value bands.
Periodically review and update DoA in line with business changes, risk appetite, and governance standards.
Ensure consistent application of DoA across Front Office and GSC operations.
Exception Governance & Approvals
Establish and manage exception governance frameworks for deviations from DoA, policies, or controls.
Review, assess, and track exceptions with appropriate risk evaluation and approvals.
Maintain exception logs and ensure closure through corrective actions.
Policy Development & Maintenance
Develop, review, and maintain Finance and Operational policies aligned to Marine Services operations.
Ensure policies are clear, practical, and aligned with group governance and regulatory requirements.
Own the policy lifecycle including version control, approvals, communication, and periodic refresh.
Policy Repository Management
Establish and maintain a centralized policy repository with controlled access and audit trails.
Ensure policies are easily accessible and up to-date for Front Office and GSC users.
Risk & Control Framework Design
Design and maintain Risk & Control Matrices (RCMs) across key Marine processes.
Identify key risks, control objectives, preventive/detective controls, and ownership.
Control Testing & Assurance
Plan and execute periodic control testing cycles (self-assessments, walkthroughs, operating effectiveness).
Identify control gaps and weaknesses through structured testing.
Remediation & Issue Management
Drive remediation plans for identified control gaps in collaboration with process owners.
Track remediation actions to closure and validate effectiveness.
Audit & Compliance Support
Act as the primary point of contact for internal and external audits.
Coordinate audit responses, evidence collection, walkthroughs, and closure of audit observations.
Support regulatory and compliance reviews as required.
Stakeholder Engagement & Governance Enablement
Engage with Finance, Operations, Commercial, Legal, and Front Office teams across ISC & EU.
Provide guidance on DoA, policy interpretation, and control requirements.
Governance Reporting & Leadership Updates
Prepare governance dashboards, risk summaries, and audit status updates for senior leadership.
Highlight key risks, trends, and systemic issues proactively.
Audit & Assurance Capability
Proven experience managing internal and external audits, including remediation.
Analytical & Risk Assessment Skills
Ability to assess risk impact, design controls, and evaluate control effectiveness.
Stakeholder & Advisory Skills
Ability to influence and guide senior stakeholders without direct authority.
Clear communication and policy interpretation skills.
Engagement with Marine Front Office & GSC Stakeholders:
Engage with Finance, Operations, and Commercial teams across Marine Front Offices in ISC and EU, as well as GSC stakeholders, to ensure consistent application of DoA, policies, and control frameworks.
Cross-Functional Governance Collaboration:
Work closely with Transformation, Process Excellence, Legal, Compliance, and Internal Audit teams to align governance standards and manage enterprise risks effectively.
Audit & Regulatory Readiness:
Provide proactive support for audits, regulatory reviews, and governance assessments, ensuring timely closure of findings and sustained compliance.
Governance Enablement & Advisory Support:
Act as a trusted advisor on governance, policy interpretation, and control requirements, supporting informed decision-making across the Marine vertical.
Skills & Competencies:
Strong expertise in Delegation of Authority, policy frameworks, and governance models.
Solid understanding of risk management, internal controls, and audit practices.
Experience building and maintaining Finance and Operational policies.
Exposure to shared services or complex, multi-entity operations.
Strong stakeholder management and advisory capabilities.
High attention to detail with a strong risk and compliance mindset.
Education & Qualifications:
8–14 years in governance, audit, risk, or controls roles
Experience in shared services or global operations preferred.
Bachelor’s degree in finance, Accounting, Business, or related discipline
