Job Description

Are you an experienced leader with a passion for facility project management? Do you thrive in overseeing large-scale projects, inspiring teams, and driving strategic facility investments? If so, we invite you to apply for the role of Manager, Facility Projects, Design and Delivery.

Reporting to the Director, Fleet and Facility Management, the Manager, Facility Projects, Design and Delivery plays a critical role in overseeing the County’s project delivery strategies for both new and existing facilities and facility infrastructure. This position is responsible for delivering a portfolio of projects, ranging from life-cycle renewal and operational enhancements to facility renovations and new construction.

Key Responsibilities:

  • Lead the planning and execution of multiple facility projects, ensuring alignment with County needs and objectives
  • Inspire and lead a team of professionals, including project managers, technologists, and coordinators to successfully execute projects from conceptual planning to completion
  • Foster a collaborative and high-performing team environment, encouraging professional growth and development among team members
  • Mentor and coach team members, providing regular feedback and support to enhance their skills and performance
  • Provide strategic leadership and oversight for the full project lifecycle, including procurement strategy, contracting, engineering and design management, resource planning, construction delivery, and project close‑out, while guiding and supporting project managers to ensure successful execution across the portfolio
  • Develop and implement project management standards, guidelines, and quality assurance protocols to maintain efficiency and compliance
  • Establish project budgets, manage financial resources, and ensure adherence to approved funding.
  • Collaborate with internal and external stakeholders, including municipal departments, consultants, contractors, and community representatives
  • Provide leadership and technical guidance on design options, compliance requirements, and project delivery methodologies
  • Support strategic planning initiatives and contribute to continuous improvement efforts within the department.
  • Maintain clear and professional communication with partners, executives, council members, and the general public regarding project progress and developments

Qualifications and Skills:

  • Post-secondary Degree in Engineering, Construction Management, Facilities Management, Architecture or a relevant field from an accredited institution
  • Minimum of 10 years of related experience (ie. Experience managing large-scale construction and renovation projects, senior project management experience within the construction industry) with at least 5 years of proven leadership experience
  • Minimum of 5 years working in facility management with direct experience in facility planning, project development and construction
  • Project Management Professional (PMP) designation is an asset
  • Experience in municipal project management is a strong asset
  • Proven experience in leading and mentoring teams of professionals, fostering a collaborative and high-performing work environment.
  • Strong leadership and team management skills, with the ability to inspire and guide team members towards achieving project goals
  • Strong understanding of building codes, energy-efficient construction methods, asset management systems, sustainability practices, and facility planning.
  • Proven ability to analyze risks, develop mitigation strategies, manage budgets, and oversee multiple concurrent projects
  • Ability to mentor teams, collaborate with stakeholders, and communicate effectively with diverse audiences
  • Strong knowledge of construction administration, contracts, procurement strategies, and compliance regulations
  • Demonstrated ability to successfully facilitate, mediate and influence successful outcomes through discussions, technical presentations and negotiations
  • Demonstrated analytical and planning skills along with critical thinking is required to deal with emergent issues
  • Demonstrated project management, organizational and time management skills with the ability to adapt and be flexible to changing priorities and needs

Conditions of Employment:

  • Submission of Satisfactory Criminal Record Check
  • Valid Alberta Class 5 Driver’s licence and submission of a 5-year Driver’s Abstract with less than 7 demerits
