Job Description

The West Kowloon Cultural District Authority welcomes exceptional talent with a passion to realise the vision and mission of making the West Kowloon Cultural District a prime local and international destination for arts, culture and entertainment.

You will be engaged in the work of the District Facility Services Department reporting to the Head of Facility Services and be responsible for:

  • managing a performing arts venue’s Facility Services Team and an outsourced Property Management (“PM”) service provider delivering both technical and soft services;

  • overseeing and managing all aspects of the venue including building facilities and systems;

  • overseeing and monitoring outsourced PM service contract and work with the Manager, Contract Administration for all contract administration;

  • managing emergency, incidents, resolving any incident in timely and effective manner, and recommending and driving continuous improvements;

  • monitoring the PM service provider’s performance and to ensure the facilities are well-maintained and the services provided are up to international standard and contract requirements;

  • working closely with Technical Services team for daily operation related to the venue operation;

  • working closely with Performing Arts Division and their vendors related to the operation;

  • acting as the main liaison between the District Facility Services Department and the relevant internal departments of the Authority to ensure communication is effectively managed and coordinated between the Authority and the outsourced PM service provider;

  • preparing departmental annual budget and business plans, control the operational and capital expenses of the venues;

  • preparing tenders, RFQ and contracts with budget plans, cost analyses, procurement proposals and Board papers for outsourced PM services and purchases;

  • leading, administering and supervising the outsourced facilities operations;

  • liaising with relevant Government departments, parties and the Art Park team for the management of surrounding facilities and open space; and contributing to the design of facilities development with main focuses on operation life cycle, work efficiency, safety and health best practice, incident & risk management for the venue’s operations; and

  • performing any other duties from time to time as reasonably assigned by District Facility Services Department and the Authority.

You should:

  • possess a recognised university degree in facilities management, building services, engineering, business management or equivalent;

  • have at least 10 years of experience in property and / or facilities management, preferably with 5 years at managerial level with on site experience in vendor management, venue operation, cleaning services and R&M maintenance services in sizable non-residential projects; with experience in taking over new buildings or/and Theatre/ performing arts/ performance venue management will be an advantage;

  • preferably have a professional membership of relevant institution such as PMP, HKIE, IFMA, RICS, HKIS, RPHM, CFM, HKIH, CIH and etc;

  • have professional knowledge of and practical experience with risk management, event management, safety and security control, budget control, incident response and other building operation guideline or best practice;

  • have the ability to professionally handle confidential matters and exhibit the appropriate level of judgment, decision making commensurate with the position and responsibilities and work independently;

  • be available to be on-call to respond to emergency situations;

  • preferably be familiar with Facilities Management System and / or others facilities management systems;

  • have excellent interpersonal skills to relate and communicate to internal and external contacts at all levels and build rapport with team members and stakeholders; and

  • have excellent written and oral communication and presentation skills in both English and Chinese.

About West Kowloon Cultural District Authority

Stretching across 40 hectares of reclaimed land, WestK is one of the largest cultural projects in the world, blending art, education and open space.

Its vision is to create a vibrant cultural quarter for Hong Kong where the local arts scene can interact, develop and collaborate. Providing 23 hectares of public open space with two kilometres of vibrant harbour-front promenade it will also include a variety of arts and cultural facilities that will produce and host world-class exhibitions, performances and arts and cultural events.

A Development Plan for the District, based on well-received Foster + Partner’s Conceptual Plan, was approved by the Chief Executive-in-Council in January 2013. Overlooking the magnificent Victoria Harbour, the District will begin to take shape over the next decade.

By developing this sizable project in phases we can start to bring the district to life. The Xiqu Centre, Freespace, Art Park, M+, Hong Kong Palace Museum and Lyric Theatre Complex, will be developed as a first batch of facilities aiming for opening to the public.
