Job Description

Qiddiya Investment Company is seeking a Manager - External Programs and Policies (Local Content) to lead the planning, development, and execution of local content strategies supporting the organization’s commitment to Saudi Arabia’s Vision 2030 objectives. This role will focus on driving the integration of local content requirements across projects, ensuring regulatory compliance, and fostering collaboration among internal and external stakeholders to boost local economic participation and capability development.

Key Responsibilities:

  • Develop and implement local content strategies and policies that align with government mandates and organizational goals.
  • Monitor relevant regulations and frameworks related to local content, ensuring the organization remains compliant and proactive in addressing changes.
  • Collaborate closely with project teams, suppliers, government authorities, and internal stakeholders to embed local content principles throughout the project lifecycle.
  • Lead supplier development initiatives aimed at enhancing the capabilities and inclusion of local businesses in the supply chain.
  • Prepare comprehensive reports on local content performance, compliance, and impact for senior management and regulatory bodies.
  • Coordinate audit processes related to local content adherence and lead corrective action implementation.
  • Represent Qiddiya Investment Company in external forums, workshops, and discussions related to local content policy and implementation.
  • Build and maintain strong relationships with relevant government agencies, industry partners, and local suppliers.

Requirements:

  • Minimum 8 years of experience in local content policy management, supplier development, or related fields, preferably within large-scale infrastructure, construction, or development projects.
  • Bachelor’s degree in Business Administration, Public Policy, Supply Chain Management, or a related discipline. Advanced degrees or relevant certifications are a plus.
  • Strong understanding of Saudi Arabia’s local content regulations and Vision 2030 economic diversification goals.
  • Proven ability to work cross-functionally with diverse stakeholders and influence policy implementation.
  • Excellent communication and interpersonal skills; fluency in English is required, proficiency in Arabic is highly desirable.
  • Familiarity with supplier development programs, compliance monitoring, and audit processes.
  • Demonstrated experience liaising with government agencies and industry bodies.

Requirements

  • 8+ years of relevant experience in local content policy and program management.
  • Bachelor’s degree in a relevant field; advanced degrees or certifications preferred.
  • In-depth knowledge of Saudi local content laws and Vision 2030 initiatives.
  • Proven stakeholder management and cross-functional collaboration skills.
  • Fluent in English; Arabic proficiency is advantageous.
  • Experience with supplier development and compliance audits.
  • Strong communication and negotiation abilities.
