Job Description

This role serves as the financial, contractual, and operational anchor for all estate-related activities. The ideal candidate ensures fiscal responsibility, procurement integrity, regulatory compliance, and cross-functional alignment.

Financial Management, Budgeting & Cost Analysis

  • Capex & Opex Budgeting: Drive the annual preparation, consolidation, and submission of EPDM’s Capital Expenditure (Capex) and Operational Expenditure (Opex) budgets.
  • Quarterly Forecasting: Conduct quarterly financial re-forecasting to track budget utilization, identify variances, and reallocate resources as operational priorities shift.
  • Cost Analysis & Value Engineering: Perform comprehensive cost benchmarkings, cost-benefit analyses, and life-cycle cost evaluations for development projects and facility maintenance programs.
  • Project Cost Tracking: Establish project financial tracking mechanisms to monitor committed costs, actual spend, work-in-progress (WIP), and variation orders against approved project baselines.

Tender Scoping, Evaluation & Contract Management

  • Tender Preparation & Scoping: Partner with project managers and facility leads to draft precise Scope of Works (SOW), commercial terms, and pricing schedules for capital projects, maintenance, and term contracts.
  • Tender Evaluation & Commercial Analysis: Lead the commercial, financial, and contractual evaluation of tender submissions, leading negotiations to secure optimal value.
  • End-to-End Contract Administration: Oversee the drafting, finalization, execution, and archiving of contracts. Manage contract variations, scope extensions, rate adjustments, and claims.
  • Lease Management Support: Administer real estate and facility lease agreements, tracking key milestones, rent reviews, lease renewals, escalations, and tenancy compliance.

Compliance, Internal Controls & Audit Readiness

  • Internal Controls Framework: Design, implement, and maintain robust internal control mechanisms across all financial and contractual workflows within EPDM.
  • Audit Management: Act as the primary point of contact for internal and external audits. Facilitate document retrieval, address audit inquiries, and ensure timely remediation of audit findings.
  • SOP Review & Continuous Improvement: Regularly review, update, and optimize EPDM Standard Operating Procedures (SOPs) to adapt to changing organizational policies, industry standards, and regulatory requirements.

Vendor Performance & Stakeholder Management

  • Vendor Performance Management: Implement a vendor evaluation framework to track key performance indicators (KPIs), service level agreements (SLAs), safety standards, and contract compliance across all suppliers and contractors.
